Much of the money goes to the military, politically connected industries, the bureaucracy and interest payments on the debt.  Very little trickles down to any of the poor except to the minority that know how to game the public welfare system and drain the treasury.]]></description>

		<description><![CDATA[Don&#039;t put Mexico in the same basket as Pakistan.  The Mexican economy is booming and its middle class is rapidly expanding, thanks to factories that have moved there from the U.S. and the excellent public universities that are there.

Don&#039;t lump all of the Subsaharan African countries in the same basket.  For example, the Union of South Africa has a large and educated middle class, as well as a prosperous economy.  The economy is booming and the middle class is growing in some other Subsaharan African countries as well.  Africa is a large and diverse continent.  Not all of it is poverty stricken, water deprived and suffering from rebellions, dictators, communicable diseases and civil wars.]]></description>
