Banks offer to do it for free to get their cards into consumers hands. They are able to charge merchants who accept those cards high fees. So taxpayers don’t pay extra directly, but retailers fees could be passed on to everyone.

Re job numbers: 2nd quarter of 2012 is nearly a year ago. Weren’t a lot of offices still moving as part of the BRAC during that time? I know there’s a lot of office space that’s now empty in Rosslyn and Crystal City (and probably others) due to that.

I can only imagine that this “savings” to the state for using prepaid cards is coming at a cost to the taxpayer. Does anyone know what the fee structure is?
