ACPD: No Charges to Be Filed Against Patrick Moran

In a statement released this afternoon (below), the Arlington County Police Department said it has completed an investigation and will not be filing charges against Patrick Moran, who resigned as Director of Field Operation for his father’s reelection campaign following the release of the video.

The video was created by Project Veritas, a nonprofit investigative group founded by conservative activist James O’Keefe. The police department said the video-makers did not cooperate with their investigation.

The Arlington County Police Department, in collaboration with the Offices of the Virginia Attorney General and the Arlington County Commonwealth’s Attorney, has concluded its investigation of election offense allegations against Patrick Moran.

A criminal investigation was initiated by the Arlington County Police Department in late October 2012 after a video was released allegedly depicting Patrick Moran, former Director of Field Operations for the Jim Moran for Congress campaign organization, assisting another to vote illegally.

Patrick Moran and the Jim Moran for Congress campaign provided full cooperation throughout the investigation. Despite repeated attempts to involve the party responsible for producing the video, they failed to provide any assistance.

As a result of the investigation, there will be no charges brought against Moran and the investigation is now closed.

Rep. Moran was reelected despite the video controversy. In a separate incident, Patrick Moran later pleaded guilty to assaulting his girlfriend outside a D.C. bar.

          Well in Moran’s defense and as stated by his father – he “accidentally” slammed his girlfriends face into the trashcan. He was aiming for the sidewalk.

      Probably because they care more about publicity than actually trying to stop the “problem” of illegal voting

        Or perhaps they realized that they were more likely to be charged with a felony – as they were the ones who were proposing the activity in question. PM was just dumb enough to appear interested in what they were proposing…..Disaappointed that O’Keefe was not charged for attempting to organize voter faud….even though he was lying.

    Can’t deny I’m disappointed by the lack of follow through from ACPD / VA CA from what appears to be a clear cut case of conspiracy to commit voter fraud. Oh well…

      ACPD needs to transform their organizational culture. The individual officers are honest and good, but the leadership is more concerned with appeasing the County Board than they are about making Arlington a better place to live.

      Well sounds like they used the video maker’s lack of help as the reason. That’s an easy target, since there is some political baggage that comes with that guy. So the police politicized the investigation. That’s the biggest disappointment, but the county government wields immense power and loves to use it.

        the charges are based on the video, which is evidence. there are rules of evidence that must be abided by to protect everyone’s rights. the producer of the evidence didn’t cooperate. of course it’s an easy target, because the witness didn’t cooperate. if ACPD hauled in Gotcha McGotchastein in on a material witness warrant, would you prefer that?

            There are no such things as “material witness warrants” in VA… Such are a tool of the feds.. There is no way to “compel” a witness in a case such as this, at least not on the local/state level..

    Hmmmm…”The police department said the video-makers did not cooperate with their investigation”…granted, I am cynical about all politicians, but I wonder how daddy paid to the video makers to not cooperate with the investigation…or else. When a politician’s kid gets off for something regular/real people would be in jail and go to trial for, a person has to consider that something isn’t passing the smell test.

    Project Veritas (the video maker) is a sting operations or “staged encounters” that use undercover and hidden video.

    Very upstanding group, as two years ago, (film maker) O’Keefe and his crew were found guilty of a misdemeanor for posing as telephone repairmen in order to get access to the office of a Democratic senator’s office in New Orleans.

    If watch the whole video, not just the groups heavily edited version, it’s apparent that the police decision was correct. Of course the film maker didn’t cooperate. Doing so would only implicate them more. (oh…of course, if it was a republican politician’s son, the outcome would have been different….give me a break.)

      That was my sense. The video was much more an indictment of the filmmaker — who is on film repeatedly stating that he wants to falsify votes — than Moran, who seems more clueless than anything. The video maker couldn’t gain anything by cooperating other than jail.

    Not sure what the laws are on “entrapment” – but wouldn’t the person soliciting the information also be liable? This is perhaps why they didn’t cooperate?
