Greenbrier Street would be replaced by affordable housing under a development plan that’s currently seeking sources of funding.

The plan, from Arlington-based affordable housing developer AHC Inc., would replace the gas station with a six-story, 83-unit apartment building for lower-income tenants.

According to slides from a recent AHC presentation to the Columbia Heights West Civic Association, the building will consist of 15 one-bedroom apartments and 68 two-bedroom apartments. Residency would be reserved for those making below 50 to 60 percent Area Median Income (AMI). The building is also expected to have 6,700 square feet of retail space and a “high-level of energy efficiency.”

The development would be located next to an existing AHC property: the 116-unit Harvey Hall apartment building at 860 S. Greenbrier Street. AHC owns 22 apartment communities in Arlington.

Over the next month or so, AHC will be applying for project funding through Arlington County’s affordable housing investment fund and through federal low income housing tax credits. AHC is pursuing the development via Form Based Code, which does not require County Board approval. Last night the Columbia Pike Form Based Code Advisory Working Group held a meeting to review the project.

By replacing the gas station, AHC says the building will enhance “a site that is underdeveloped and a visual detriment to the neighborhood.” If funding is secured, and if no significant environmental contaminants are found on the site, AHC hopes to begin construction in March 2013 and finish construction in the fall of 2014.

When Chipotle opens for business — no word yet on an expected opening date — it will open directly next to a Taco Bell.

It will also face competition from the currently under-construction Lime Fresh Mexican Grill, which is opening in nearby Pentagon Row, and from the sit-down Chevys Fresh Mex, located across the street at the Pentagon Centre shopping center.

A company showed off the prototype of their new American-made amphibious vehicle at Columbia Island Marina this afternoon.

Michigan-based Gibbs Amphibians held the demonstration in the shadow of the Pentagon in hopes of convincing the military to place orders for their newest land/sea vehicle, dubbed the Phibian.

Company engineers say the Phibian is revolutionary for being able to travel at a high speed on land and on sea. The vehicle can reach up to 80 miles per hour on land, 45 miles per hour on the water, and can enter the water from land at a maximum speed of 30 miles per hour, we’re told. The 30-foot craft has a 7,000 lbs hauling capacity and can transport about a dozen people.

Phibian sports a carbon fiber hull, twin turbo 250 horsepower diesel engines, four wheel drive, and a patented, hydraulic suspension system that retracts the wheels above the water level when at sea (somewhat like landing gear on a plane). It’s the retractable wheels that allow better speed and maneuverability in the water, engineers said.

The Phibian will be produced in Michigan and will create 200 jobs, according to Gibbs. The company hopes to sell the Phibian to the military and to various federal and local government agencies for search and rescue and disaster relief operations.

Gibbs also manufacturers an amphibious sports car, which was on display today at the marina.

The restaurant had the rare privilege of catering a congressional event last week, thanks to a devoted fan: Rep. Joe Barton (R-Texas). Barton has a home in Arlington Heights, not too far from Pedro and Vinny’s, and has become a regular customer since it opened last summer.

When it recently came time for Barton to arrange the catering at a weekly lunch for Republican members of congress from Texas, he asked his staffers to approach the restaurant to see if they’d be up for the task. It would be tough to appease the discerning palates of the Texas lawmakers — whose lunch is usually catered by a rotation of larger, more established restaurants like Hill Country Barbecue and Tortilla Coast — but owner Roger Coroneo said he was up for the challenge.

Sean Brown, Rep. Barton’s press secretary, said the office was a bit worried about their “outside the box” choice of a caterer. After all, Pedro and Vinny’s is essentially housed in a glorified shack in the corner of a CVS parking lot. In the end, though, Coroneo and company delivered 30 freshly-made burritos to the halls of congress last Thursday — 10 chicken, 10 beef and 10 pork — and won over the crowd.

“We were a little nervous, but it actually went over really well from all reports,” Brown told ARLnow.com. “When it comes to food the members are not afraid to [voice] their pleasure or displeasure… And you know, in Texas we like to pride ourselves on knowing when we have a good burrito. ”

There’s now talk of Pedro and Vinny’s being added to the regular rotation of caterers for the Texas GOP delegation, perhaps even for larger events. Brown said the restaurant scored extra points by providing more than just tasty food.

“Their customer service is very good and they were very helpful every step of the way,” he said.

An Arlington boy’s long-distance goal has him in the running for the U.S. Youth Soccer ‘Goal of the Year.’

Mateo Leach’s remarkable, game-winning goal for the Under-12 Boys Arlington Eagles was caught on video by his dad. The goal, which broke a 1-1 tie with five minutes left in the game, was eventually chosen by U.S. Youth Soccer as one of the top ten goals of 2011, and is now nominated for the honor of Goal of the Year.

Through Feb. 10, members of the public can vote for Leach’s goal. He’s got tough competition, though, including amazing goals by boys and girls from Frederick, Md. to Anaheim, Calif. to Kaneohe, Hawaii.

Arlington is now home to another exercise facility, with yesterday’s opening of CrossFit Rosslyn (1100 Wilson Blvd).

The training center is connected to Verve Health & Fitness near the Rosslyn metro. Verve Co-owner Michael Lin explained that part of the existing facility was partitioned off to add CrossFit. Lin believes offering both CrossFit style workouts and more traditional exercise options benefits customers.

“I believe the balance is very important to keep a person as healthy and capable as physically possible,” said Lin.

Lin said there are pluses and minuses to setting up shop in an area that already has a number of CrossFit options, such as the new one coming to Ballston or the one that just closed in Clarendon. But he’s not interested in the competition.

“We’re not doing this to dominate the CrossFit business,” Lin said. “We’re doing this to expand the service to our clients and customers. I think it’s a move in a positive direction for everyone.”

Unlike many other CrossFit facilities which can’t provide showers due to space restrictions, customers can purchase a membership to use Verve’s showers. The facility also touts a unique training program for people of all fitness levels that will build relationships as well as bodies.

“People who are just average Joes are really gonna benefit from CrossFit,” said Lin.

Lin likes the idea of the dual purpose facility so much, that if the decision is ever made to add additional Verve locations, they will also be split facilities to include CrossFit. But for now, he’s content to just stick with the Rosslyn location.

“We’re happy to be a part of the community,” Lin said. “Rosslyn is a funny city where most people go home after work, so I think it will help to have more hang out places for people to go after work. Whether it’s for happy hour or places to eat or places to work out together.”

As part of the grand opening, CrossFit Rosslyn will hold an open house next month. On March 3 from 12:00-3:00 p.m., visitors can try free workouts and yoga classes.

Update at 5:15 p.m. on 2/1/12 — The site plan is no longer expected to come before the County Board in February. It may, however, come before the Board as soon as March or April, according to Leon Vignes of the Arlington County Department of Community Planning, Housing, and Development.

The Arlington County Board is expected to consider a site plan for a new eight-story office building in Courthouse at <del>its February</del> an upcoming meeting.

The development — dubbed the “Clean Technology Center” — would be located at 2311 Wilson Boulevard and would replace a pair of two-story buildings that house a number of restaurants, including Thai at Corner, Chez Manelle, Listrani’s, and Adams Corner. A short stretch of dead-end road called N. Custis Street would also be replaced.

Two adjacent structures — a 10-story Archstone apartment building and the two-story “Superstar Tickets” office — would not be affected.

The proposed building would contain 166,380 square feet of office space, 8,660 square feet of ground-level retail space, a 5,000 square foot daycare center (plus a fenced-in, outdoor play area), a 9,432 square feet conference center, and a 1,665 square foot fitness center. The plan also includes a 20,000 square foot parcel of publicly-accessible green space to the north of the site, between the new building and the parking lot for Key Elementary School.

The developer is promising LEED Gold green building certification, including solar panels and a partial green roof. A three level garage below the building would include 264 parking spaces and 150 bike spaces.

So far, there’s no indication as to when demolition of the existing buildings would start should the site plan be approved.

The lounge has been renovated over the past week and will reopen tomorrow (Tuesday) night as “Odd Bar.” The name pays homage to the restaurant’s historic building, which housed the Independent Order of Odd Fellows after being built in 1925.

Odd Bar aims to attract a bit broader of a clientele than the old Eventide lounge, which tended to skew older and more upscale. Changes to the lounge’s interior are minor, but include repainted walls (now blue), high top tables instead of booths and a couple of new flat screen televisions.

Odd Bar will have an extended beer menu, with Miller Lite, Dogfish Head 60 Minute IPA, Blue Moon and Starr Hill JoMo Lager on draft. There will also be 17 bottled beers on the menu, ranging in price from $4 to $18. A selection of bottled and by-the-glass wine is on the menu, with by-he-glass prices starting at $7. Cocktails will also be available.

A new lounge menu, designed by Executive Chef Adam Barnett, promises to feature “classic American fare with a twist.”

There are “snacks” like chicken wings (marinated in a “slightly south of Buffalo sauce” with blue cheese fondue), salt cod fritters and steamed blue bay mussels. Sandwiches include a “Pineland Farms cheeseburger,” an oyster po’ boy and roasted Shiitake mushroom sliders. Cheese and charcuterie plates are also featured on the menu, along with “bistro plates” like steak frites, potato gnocchi and Virginia sea bream.

The upstairs of the restaurant will continue to be known as “Eventide.” The full Eventide dining room menu, meanwhile, will be available in the lounge from 5:30 p.m. to 9:30 p.m.

“Our lounge has always been a favorite hang out for many customers,” said Eventide co-owner Nick Freshman. “With the new menu, an expanded beer list and the renovations, we hope to create a more fun, comfortable atmosphere for our customers.”

A new office building under construction in Ballston has added an architectural feature that should look familiar to many locals: a triangular awning that pays tribute to the old Bob Peck Chevrolet dealership.

The building at 800 N. Glebe Road replaced the dealership, which was a neighborhood fixture for several decades. The under-construction awning isn’t the only homage to the dealership, however. The completed building will eventually feature “an artist’s replica of a ’55 Chevrolet tail fin” in an outdoor plaza, according to CityBiz Real Estate.

Construction is expected to wrap up on the 10-story 800 N. Glebe Road building within a few months. The building will house more than 300,000 square feet of office space and some 28,000 square feet of retail space.

A Subway restaurant is coming to the Bromptons at Cherrydale building (3800 Lee Hwy), now known as 3800 Lofts.

The residential space above the restaurant was supposed to be sold as condos, but multiple issues prompted the developer to convert the units to rentals over the summer.

Subway will be the first retail tenant in the building. The space, including the residential portion, sat empty for years due to problems with the building’s structural soundness, multiple lawsuits and a faltering economy.

Work has already begun on the restaurant, but there’s no word yet on an opening date.

One of Arlington’s busiest restaurants is expanding.

Ray’s the Steaks in Courthouse (2300 Wilson Blvd) has added an adjacent bistro dining area called “Retro Ray’s.” While sharing a kitchen with the larger Ray’s, the new bistro will be operated as a separate entity. It will not take phone reservations — opting instead to only serve walk-in patrons — and will only be open for dinner Tuesday through Saturday.

The menu for Retro Ray’s looks very much like that of Ray’s the Steaks. In fact, it is the Ray’s the Steaks menu — from 2005. The offerings and the prices match that of the old 1725 Wilson Boulevard Ray’s the Steaks, circa 2005, we’re told. That means your average steak will be about $3 cheaper than the same steak next door.

Manager Jon Macy says the 50-seat Retro Ray’s is intended primarily to be overflow for the 180-seat Ray’s the Steaks, which is often fully booked with reservations. Ray’s the Steaks books so many phone reservations, in fact, that it takes two employees just to take reservations during the middle of the day, when the restaurant is otherwise closed.

Unlike the current Ray’s, Retro Ray’s has a liquor license and will serve higher-end liquors and cognacs. It will also serve wine, like its neighbor, but the wine list will be shorter and will include a $18-per-bottle house wine in addition to inexpensive by-the-glass options. Retro Ray’s has a small, simple bar with seating for about half a dozen.

Retro Ray’s quietly opened last Thursday and Macy says the eatery has already started attracting sizable dinnertime crowds. He estimated that the restaurant served 150 customers on Saturday of this past weekend. Ray’s the Steaks, meanwhile, will celebrate the 10th anniversary of its founding later this year.
