<p>A flood watch has been issued for Arlington and the surrounding areas in light of the heavy rains that are predicted for this afternoon.</p>
<p>The National Weather Service issued the watch, which begins at 3:00 p.m. and remains in effect through the evening.</p>
<blockquote><p>* A PERIOD OF MODERATE TO LOCALLY HEAVY RAINFALL IS EXPECTED<br />
TUESDAY AFTERNOON AND EVENING. RAINFALL TOTALS BETWEEN ONE AND<br />
TWO INCHES ARE EXPECTED.</p>
<p>* LOCALLY HEAVY RAINFALL MAY CAUSE SMALL STREAMS AND CREEKS TO<br />
RISE OUT OF THEIR BANKS&#8230;OVERFLOWING LOW LYING AND URBAN<br />
AREAS. DO NOT EVER DRIVE INTO FLOOD WATERS.</p>
<p>PRECAUTIONARY/PREPAREDNESS ACTIONS&#8230;</p>
<p>A FLOOD WATCH MEANS THERE IS A POTENTIAL FOR FLOODING BASED ON<br />
CURRENT FORECASTS.</p>
<p>YOU SHOULD MONITOR LATER FORECASTS AND BE ALERT FOR POSSIBLE<br />
FLOOD WARNINGS. THOSE LIVING IN AREAS PRONE TO FLOODING SHOULD BE<br />

<p>Although the rains should stop by tonight, the effects could be felt for several days. The NWS has also issued a Hazardous Weather Outlook for the area.</p>

<p>A <a href="http://forecast.weather.gov/showsigwx.php?warnzone=VAZ054&amp;warncounty=VAC013&amp;firewxzone=VAZ054&amp;local_place1=&amp;product1=Flash+Flood+Watch" target="_blank">Flash Flood Watch</a> is in effect for Arlington and the D.C. region and Arlington County just issued the following alert.</p>
<blockquote><p>The National Weather Service (NWS) reports they are monitoring 3 weather related threats to the metropolitan DC area starting this afternoon and into the night; high winds, a line of thunderstorms, and rainfall accumulations.</p>
<p>The NWS predicts wind gusts around 35-40 MPH starting in the early afternoon hours. The NWS is also monitoring threats of a line of thunderstorms approaching from the west which is expected to reach the area between 7 and 10 PM. The storms have the potential to produce heavy rainfall and wind gusts up to 70 MPH. The National Weather Service reports this line of thunderstorms is fast moving and will last around 15 to 20 minutes with residual rainfall immediately following. The area should expect up to 2 inches of rainfall.</p></blockquote>

<p><strong>No Sandbag Distribution in Arlington</strong> &#8212; Contrary to some rumors, Arlington County is not distributing sandbags to residents concerned about flooding. &#8220;Arlington County, fortunately, does not have significant river front areas that are subject to flooding (e.g., Georgetown, Old Town),&#8221; Arlington County Director of Communications Diana Sun told ARLnow.com this morning.&#8221; She said that county staff is &#8220;focused on the highest priorities.&#8221;</p>
<p><strong>Long Bridge Drive Flooded</strong> &#8212; Long Bridge Drive, near Crystal City, has flooded as a result of rain overnight and is being closed to traffic by police. The <a href="http://www.arlnow.com/2012/07/09/sunday-storms-flood-long-bridge-drive/">flood-prone road</a> is the only street that leads to the parking lots for <a href="http://www.arlingtonva.us/Departments/ParksRecreation/scripts/parks/LongBridgePark.aspx" target="_blank">Long Bridge Park</a>.</p>
<p><strong>Pentagon City Mall Closed</strong> &#8212; <em>Updated at 10:45 a.m.</em> &#8212; The Fashion Centre at Pentagon City will be closed today (Monday) due to Hurricane Sandy. Ballston Common Mall will be <a href="http://pics.lockerz.com/s/257213121" target="_blank">closing</a> at 2:00 p.m. [<a href="http://www.facebook.com/FashionCtrAtPentagon/posts/530270123669018" target="_blank">Facebook</a>]</p>
<p><strong>Artisphere&#8217;s Per-Visitor Subsidy</strong> &#8212; Based on its new <a href="http://www.arlnow.com/2012/10/24/artisphere-meets-budget-but-revenue-below-expectations/">Fiscal Year 2012 year-end report</a>, Artisphere required a taxpayer subsidy equivalent to $41.85 for each of the cultural center&#8217;s 55,607 visitors over the course of a year. <p><strong>Cuccinelli May Investigate Moran Video</strong> &#8212; The State Board of Elections has asked Virginia Attorney General Ken Cuccinelli to investigate a video of Rep. Jim Moran&#8217;s son <a href="http://www.arlnow.com/2012/10/24/developing-morans-son-resigns-from-campaign-following-video-release/">discussing possible voter fraud</a>. Patrick Murray, Moran&#8217;s Republican challenger, said &#8220;we need to know that [our electoral process] has not been corrupted.&#8221; He also called on U.S. Attorney General Eric Holder to investigate the video. The Arlington County Police Department is currently <a href="http://www.arlnow.com/2012/10/25/breaking-news-criminal-investigation-launched-into-moran-video/">investigating the video</a>, as well. <p>Although Sunday&#8217;s storms didn&#8217;t cause the widespread damage Arlington experienced from the June 29 &#8220;derecho&#8221; storm, the effects are still being felt in parts of the county.</p>
<p>Long Bridge Drive between S. 12th Street and I-395 is completely closed due to flooding. The parking lot at Long Bridge Park is also blocked.</p>
<p>A county public works crew is on the scene dealing with the high water.</p>
<p>Drivers are advised to avoid any flooded areas they may encounter. Do not to attempt to maneuver through standing water, because it could be much higher than it initially appears.</p>

<p>The Harris Teeter supermarket at 3600 S. Glebe Road near Potomac Yard has been flooded, possibly by sewage.</p>
<p>Authorities responded to the store for a report of flooding earlier today. A tipster described the incident as &#8220;a catastrophic sewage line failure that reportedly destroyed major sections of the store.&#8221;</p>
<p>&#8220;Ten trucks from Purofirst restoration are joined on scene by three tractor-trailer sized trucks presently pumping,&#8221; the tipster said. &#8220;One person on [scene] said the store could be closed for months for repairs and restoration.&#8221;</p>
<p>The store is on the bottom floor of the Eclipse condominium building, in the far southeastern corner of Arlington.</p>

<p>Route 1 is closed just south of Potomac Yard in Alexandria due to flooding in the roadway.</p>
<p>High water and mud spilled onto the roadway from an adjacent construction site, a tipster tells us. Earlier rains have since stopped, but so far no word as to how much longer Route 1 will remain shut down.</p>
<p>Traffic is reportedly being rerouted onto Potomac Avenue, which runs behind Potomac Yard and into Crystal City.</p>

<p>Big potholes aren&#8217;t the only hazard on Old Jefferson Davis Highway, which is set for a <a href="http://www.arlnow.com/2011/12/20/reconstruction-of-old-jefferson-davis-hwy-set-for-2012/">reconstruction project in 2012</a>.</p>
<p>With rain in <a href="http://www.washingtonpost.com/blogs/capital-weather-gang/post/forecast-chance-of-rain-yes-cold-rain-no/2011/12/03/gIQA3osH8O_blog.html" target="_blank">the forecast</a> over the next couple of days, it&#8217;s worth recounting this scene from two weeks ago. A reader &#8212; who we&#8217;ll call &#8220;Joe&#8221; &#8212; says he was driving down Old Jefferson Davis Highway, between the Pentagon and Crystal City, in the middle of a rainstorm on Dec. 7. Despite the fact that a couple of cars passed him going in the opposite direction, all of a sudden Joe found himself and his car stranded in high standing water.</p>
<p>&#8220;The cars had apparently turned around going the opposite direction, something I should also have done,&#8221; Joe lamented. &#8220;I entered what I thought was a muddy puddle and quickly came to realize just how dangerous it was.  The car started to choke and it was too late for me to get out.&#8221;</p>
<p>Joe said he called 911 and had difficulty getting the dispatcher to understand where &#8220;Old Jefferson Davis Highway&#8221; was. Eventually, an Arlington police officer showed up and was &#8220;very helpful.&#8221;</p>
<p>Joe added that there was a &#8220;road closed&#8221; sign on one end of the street, but not on the end he was traveling on.</p>
<p>&#8220;Even I&#8217;m not stupid enough to bypass a road closed sign, why was there not one on both sides?&#8221; he asked.</p>
<p>County officials expect to start <a href="http://www.arlnow.com/2011/12/20/reconstruction-of-old-jefferson-davis-hwy-set-for-2012/">installing</a> a new storm water system along Old Jefferson Davis Highway as soon as February. In April the road will be renamed &#8220;Long Bridge Drive&#8221; after the adjacent Long Bridge Park.</p>
