<p><strong>Rosslyn to Lose &#8216;Tallest Building&#8217; Crown</strong> &#8212; Rosslyn may eventually lose its distinction as the home of the tallest building in the D.C. region. The under-construction <a href="http://www.arlnow.com/2013/03/18/topping-out-ceremony-for-rosslyn-skyscraper/">1812 N. Moore Street</a> office building in Rosslyn will soon claim the &#8216;tallest building&#8217; crown, but a planned tower in Alexandria and a proposed skyscraper in Tysons will be taller. <p><strong>Bicycle &#8216;Hibernation&#8217; is Over</strong> &#8212; The number of bicyclists on local trails is spiking as the weather becomes warmer. 				<content:encoded><![CDATA[<p>Police are looking for a man who exposed himself to a woman at Arlington Central Library (1015 N. Quincy Street) last weekend.</p>
<p>The incident took place on Saturday afternoon, on the second floor of the library. From this week&#8217;s Arlington County crime report:</p>
<blockquote><p><strong>EXPOSURE, </strong>04/27/13, 1000 block of N. Quincy Street. At 2:30 pm on April 27, a suspect exposed himself to female victim in a second floor aisle at the Central library. The suspect fled the scene when the victim alerted front desk staff. The suspect is described as a black male, approximately 40-55 years old, 6” tall and 210 lbs. He was wearing a blue hat, blue long sleeve shirt and blue sweatpants at the time of the incident.</p></blockquote>

<blockquote><p><strong>ROBBERY, </strong>04/29/13, 200 block of S. Glebe Road. At 10:50 pm on April 29, an unknown suspect entered a store and allegedly brandished a firearm. The subject then proceeded to steal several items from behind the register before fleeing the scene by foot. The suspect is described as a black male, medium build, and approximately 5’7”-5’9”. At the time of the incident, the suspect was wearing a yellow hoodie with black stripes, a black leather coat, gloves, and blue jeans.</p>
<p><strong>ATTEMPTED ROBBERY, </strong>04/24/13, 2400 block of S. Jefferson Davis Highway. At 1:14 pm on April 24, a store employee confronted a subject after seeing him conceal several store items. The suspect attempted to flee with the items, but was tackled by the store employee. The suspect then assaulted the store employee before dropping the items and fleeing the scene by foot. The suspect is described as a black male, approximately 5’11”, 175 lbs, and in his 20’s. At the time of the incident, the subject was wearing a black straight red brimmed baseball cap with red and white writing on the front, a grey hooded sweatshirt with red horizontal stripes, dark jeans, and black sneakers with white trim.</p>
<p><strong>BURGLARY, </strong>04/24/13, 1200 block of S. Joyce Street. At 6:15 am on April 24, an unknown subject broke into an unlocked office suite and stole a black Dell laptop. There is no suspect description.</p>
<p><strong>BURGLARY, </strong>04/25/13, 500 block of S. 31<sup>st</sup> Street. Between 6 pm on April 24 and 6:30 am on April 25, an unknown suspect(s) broke into a commercial business and stole cash from a lock box. There is no suspect(s) description.</p>
<p><strong>BURGLARY, </strong>04/26/13, 2800 block of N. Glebe Road. Between 8 pm on April 25 and 11:52 am on April 26, an unknown suspect(s) entered a dorm room and stole the victim’s debit card and Macbook Pro laptop. There is no suspect(s) description.</p>
<p><strong>BURGLARY, </strong>04/26/13, 5900 block of N. Wilson Boulevard. Between 9:30 and 11:35 am on April 26, an unknown suspect(s) kicked in a basement door of a residence and stole prescription medication. There is no suspect(s) description.</p>

<p><strong>BURGLARY (COMMERCIAL), </strong>04/28/13, 1500 block of N. Clarendon Boulevard. Between 7 pm on April 28 and 6 am on April 29, an unknown suspect(s) entered a locked office at a construction site and stole several items. There is no suspect(s) description.</p>
<p><strong>STRANGULATION, </strong>04/30/13, 2400 block of N. 11<sup>th</sup> Street. At 12:15 am on April 30, a known subject approached a victim while she was walking her dog. The subject attempted to harm the victim before fleeing the scene with the victim’s cell phone and dog. Jonathan Jimenez, 24, of Hyattsville, MD was arrested and charged with strangulation, attempted malicious wounding, grand larceny, and domestic assault and battery. He is being held without bond.</p>

<p>An Arlington resident lauded for her involvement in the civil rights movement during the 1960s, including a stint in jail, will be featured at a special free movie showing and panel discussion tomorrow (Wednesday).</p>
<p>The Arlington Public Library will host a free screening of the movie &#8220;<a href="http://www.anordinaryhero.com/" target="_blank">An Ordinary Hero: The True Story of Joan Mulholland</a>.&#8221; Following the film, Joan Trumpauer Mulholland and her son Loki, who wrote and directed the movie, will take part in a panel discussion. William Pretzer, senior curator of history at the Smithsonian National Museum of African American History and Culture, will also be a part of the panel.</p>
<p>Mulholland, who is white, grew up in the South during segregation and emerged as an activist who fought for the rights of others, much to the chagrin of her parents. In 1961, Mulholland flew to Jackson, MS, to take part in civil rights demonstrations and sit-ins. She was arrested, fined $200 and jailed for three months. Despite her punishment, Mullholland continued her activism, and in 1963 took part in the infamous sit-in at the Woolworth in Jackson, MS.</p>
<p>In some of the historic photos above, Mulholland can be seen at sit-ins and demonstrations that took place around Arlington from June 9-23, 1960. In one, she is sitting behind activist Dion Diamond (who was arrested later that day) at the Cherrydale Drug Fair store on June 10, 1960. The two were part of the Non-Violent Action Group (NAG), which is credited with helping to push most Arlington restaurants to desegregate on June 22, 1960.</p>
<p>Mulholland, a<a href="http://www.bscl.org/mulholland.htm" target="_blank"> long time Barcroft neighborhood resident</a>, later taught for almost three decades at Arlington Public Schools.</p>
<p>The film &#8220;An Ordinary Hero&#8221; tells Mulholland&#8217;s life story and contains rare footage from the civil rights movement. The film screening and panel discussion will take place at 7:00 p.m. on Wednesday, March 27 at Artisphere (1101 Wilson Blvd).</p>

<p><strong>Polly Captures Stacking Title Again</strong> &#8212; Arlington resident William Polly, 12, has captured the title of US Nationals Grand Champion in the sport of speed stacking for the second year in a row. Polly also set a world record for the &#8220;cycle&#8221; stacking event at the national competition. He will now compete in the sport&#8217;s world championship next month. <p><strong>Crystal House Sold</strong> &#8212; The 828-unit Crystal House apartment complex, at 2000 S. Eads Street in Crystal City, has been sold. Ballston-based AvalonBay sold the complex to New Jersey-based <a href="http://www.mack-cali.com/" target="_blank">Mack-Cali Realty</a> for between $197 and $262.5 million. <p><strong>American Girl Dolls at Library</strong> &#8212; Arlington Public Library recently started lending out American Girl dolls, and last week the library added four new dolls to its collection. &#8221;Just like the rest of the Library’s growing collection of American Girl Dolls, the new four can be placed on hold and taken home for a week of new adventures,&#8221; the library said on its website. <p>The incident happened last Friday night in the Douglas Park neighborhood. From this week&#8217;s Arlington County crime report:</p>
<blockquote><p>INDECENT EXPOSURE, 03/15/13, 1300 block of S. Monroe Street. At 7:30 pm on March 15, a victim observed an unknown subject masturbating while seated inside a vehicle with the door open. As the victim walked away, she noticed the subject following her in his car. The subject then parked and proceeded to exit the car and follow the victim by foot. The victim then ran into a Post Office to escape the subject, and the subject fled the scene. The subject is described as a 40-year-old black male, approximately 5’8” tall and 200 lbs. He had dark skin, short black hair, no facial hair and a muscular build. At the time of the incident, he was wearing a beige long sleeved shirt and dark pants.</p></blockquote>
<p>Last Thursday, police say a man was arrested for exposing himself to a woman at Arlington Central Library.</p>
<blockquote><p>INDECENT EXPOSURE, 03/14/13, 1000 block of N. Quincy Street. At 5:30 pm on March 14, a subject exposed himself to a female victim inside the Central Library. The suspect was located a couple hours later in the area. Patrick Robert Rooney, 67, of no fixed address, was arrested and charged with indecent exposure. He was held with no bond.</p></blockquote>

<blockquote><p>MALICIOUS WOUNDING, 03/17/13, 4200 block of N. Pershing Drive. At 10 pm on March 17, a subject got into a verbal altercation with the victim. The subject then struck the victim’s face with the back of his hand causing the victim’s cheek to be fractured in two places. The subject then fled the scene by foot, but returned to the victim’s home the next day and was apprehended by police as he attempted to flee again. Delonte Robert Peters, 20, of no fixed address was arrested and charged with malicious wounding. He is currently being held without bond.</p>
<p>MALICIOUS WOUNDING, 03/17/13, 4100 block of N. Fairfax Drive. At 3 pm on March 17, a victim was sitting in the outdoor area of a restaurant and bar with friends when he was approached by the subject. The subject stated that a female within the group was his ex-girlfriend and then walked away. A few minutes later, the subject returned and punched the victim several times in the face, which caused a deep laceration above the victim’s right eye. The victim was treated at the Virginia Hospital Center for the non life-threatening injuries he sustained. Tony Christopher Collins, 40, of Arlington, VA was arrested and charged with malicious wounding. He is currently being held without bond.</p>
<p>MALICIOUS WOUNDING, 03/13/13, 2300 block of N. 11th Street. At 5:45 am on March 13, police responded to a report of a domestic dispute. Upon arrival, it was discovered that the subject had brandished a knife at the victim and thrown a vase at the victim’s head. The victim sustained minor injuries and did not have to be transported for medical care. Florence Loretta Puryear, 46, of Alexandria, VA was arrested and charged with malicious wounding. She is currently being held without bond.</p>
<p>PEEPING TOM, 03/16/13, 2400 block of S Walter Reed Drive. At 1:44 am on March 16, a victim allegedly heard what sounded like someone trying to gain entry through her bedroom window. The victim then saw a silhouette outside of the window. There were no signs of tampering outside of the window, and there is no suspect description.</p>
<p>ROBBERY, 03/15/13, 1500 block of S. Garfield Street. At 9:30 pm on March 15, a juvenile victim reported being robbed by an unknown subject. The subject allegedly punched the victim in the face, knocking him to the ground. While the victim was on the ground, the subject continued punching him in the face and kicking him in the torso. The subject attempted to steal the victim’s phone, but was only able to steal the victim’s ear-bud headphones. The victim was able to break free and run away. While attempting to run away, the victim was allegedly approached by another subject. The victim was able to flee from that subject as well and seek safety at a nearby home. The victim was transported to the Virginia Hospital Center for minor injuries and released to his mother. The first subject is described as a 20-year-old Hispanic male, approximately 6’3” and 170 lbs. At the time of the incident, he was wearing a black hooded sweatshirt, black pants, and a ski mask. The second subject is described as a 20-year-old Hispanic male, approximately 5’6” and 150 lbs. He had black hair and was wearing a dark t-shirt and dark pants.</p>
<p>ROBBERY, 03/15/13, 5200 block of N. 1st Street. At 1:28 am on March 15, a cab driver allegedly snatched a victim’s purse and drove off when she attempted to pay her fare. The suspect is described as a Hispanic male in his thirties.</p>
<p>BURGLARY, 03/18/13, 1500 block of N. 12th Street. At 11:05 pm on March 18, a resident observed an unknown subject trying to break into a door on the west side of an apartment building. The subject fled the scene by foot. The suspect is described as a medium-build black male that is approximately 6’2” tall. At the time of the incident, the suspect was wearing black pants, a bulky black jacket, a flat rim black hat, and carrying what appeared to be a rusty metal crowbar.</p>
<p>BURGLARY, 03/18/13, 1300 block of S. 19th Street. Between 7 am on March 15 and 11:25 am on March 18, an unknown subject(s) broke into a vacant house. The house had filled with natural gas due to the unknown subject(s) leaving the kitchen’s gas line on. There is no suspect(s) description.</p>
<p>BURGLARY, 03/15/13, 2000 block of S. Quincy Street. Between 10:50 am and 6:50 pm on March 15, an unknown subject(s) entered a residence and stole numerous items to include cash and a PSP Vita. There is no suspect(s) description.</p>
<p>BURGLARY, 03/14/13, 1100 block of N. Stafford Street. Between 7:35 am and 5 pm on March 14, an unknown subject entered a residence through an unlocked window and stole a laptop and tablet computer. There is no suspect description.</p>
<p>ATTEMPTED BURGLARY, 03/16/13, 4400 block of N. 4th Street. At 10:45 pm on March 16, an unknown subject(s) broke an apartment window. Several other windows on the apartment building were tampered with. There is no suspect(s) description.</p>
<p>BREAKING AND ENTERING, 03/13/13, 1300 block of S. 19th Street. Between 6 am on March 9 and 11:45 am on March 13, an unknown subject(s) entered a residence without permission and destroyed property within the home. There is no suspect(s) description.</p>
<p>ATTEMPTED BREAKING AND ENTERING, 03/15/13, 2200 block of S. Columbia Pike. At 2:16 am on March 15, an intoxicated subject forced entry into his female neighbor’s apartment with a pocketknife. The subject attempted to enter the apartment again when police were present. Michael Edward Lydon II, 32, of Arlington, VA was arrested and charged with attempted breaking and entering and unlawful entry.</p>

<p><strong>Pentagon City Mall Renovation</strong>s &#8212; Coming on the heels of the news that <a href="http://www.arlnow.com/2013/02/20/ballston-bid-very-excited-about-ballston-common-mall-redevelopment/" target="_blank">Ballston Common Mall will be getting a revamp</a>, the owners of Fashion Centre at Pentagon City announced plans to renovate that mall as well. Although no formal plan has been revealed, changes could include adding office space or apartments. Renovations for the 24-year-old mall would be paid for out of a pot of about $1 billion that Simon Property Group Inc. has set aside for updating its properties. [<a href="http://www.bizjournals.com/washington/breaking_ground/2013/02/simon-plotting-fashion-centre-at.html" target="_blank">Washington Business Journal</a>]</p>
<p><strong>Fire Hydrant Color Meaning</strong> &#8212; Arlington doesn&#8217;t have one standard color for fire hydrants; instead, the county adopted a coloring system in the 1990s indicating the flow of water at each particular hydrant. Blue hydrants have water flow above 1,500 gallons per minute (gpm), green is between 1,000 and 1,500 gpm, orange is 500 to 1,000 gpm and red is below 500 gpm. The color scheme allows firefighters to quickly determine if one hydrant will be enough to fight a fire, or if a water relay system is necessary. [<a href="http://www.washingtonpost.com/local/why-are-arlingtons-fire-hydrants-the-colors-they-are/2013/02/23/2ad31ff2-7d02-11e2-9a75-dab0201670da_story.html?hpid=z7" target="_blank">Washington Post</a>]</p>
<p><strong>More Signs Requested for Westover Market</strong> &#8212; Organizers of the Westover Market believe a drop in attendance occurred for the new winter market because of the county&#8217;s sign restrictions. There has been a drop of up to 90 percent, according to organizers, and they believe the attendance would be greater if they were allowed to post more signs advertising the market. The County Board asked County Manager Barbara Donnellan to investigate the issue. <p><strong>Library Hosts Croatian Ambassador</strong> &#8212; The Central Library (1015 N. Quincy Street) will host a celebration of Croatia tonight featuring music, food, cultural displays and a visit from Croatian Ambassador Joško Paro. <p><strong>Hybrid Tax Petition</strong> &#8212; Virginia Senator Adam Ebbin and Delegate Scott Surovell launched a petition to get Gov. Bob McDonnell to eliminate the so-called hybrid tax in the newly passed transportation bill. Under the bill, drivers of hybrid vehicles would have to pay a $100 fee each year. Runners will receive colored bibs based on their relationship status &#8212; green for single, red for in a relationship and yellow for &#8220;it&#8217;s complicated.&#8221; The race begins at 9:00 a.m. at Pentagon Row and costs $40. <li>Valentine&#8217;s Day isn&#8217;t just for adults. Teens are invited to take part in the Broken Hearts Party at the Central Library (1015 N. Quincy Street) on February 14. The celebration of love, affection and loss will include decorating broken heart cookies, playing trivia games, listening to music and rating which tear-jerker books require the most tissues. The free event runs from 4:00-6:00 p.m.</li>
<li>Hire a singing telegram from Potomac Harmony Chorus. A women&#8217;s quartet will sing two songs for your loved one and present him or her with a card and box of candy. <p><strong>Libby Garvey Looking for New Assistant</strong> &#8212; Arlington County Board member Libby Garvey is seeking a new aide in the County Board office, after her previous aide left for a new position in the county. &#8220;If you know of anyone who might be interested in the position, please encourage them to check out the announcement and apply,&#8221; she said in a recent email to supporters. The full-time job pays between $39,062 and $63,523, plus benefits. From 11:00 a.m. to 5:00 pm, the Fashion Centre at Pentagon City will host a promotional event for &#8220;<a href="http://the-face.oxygen.com/fashion_blog/tag/The+Face" target="_blank">The Face</a>,&#8221; a new modeling competition show on the Oxygen network. <p><strong>Citizen Receives Reward for Crime Tip</strong> &#8212; A tipster will get a $650 reward from Arlington County Crime Solvers (ACCS) for helping police solve a case from Christmas Day. The tipster&#8217;s information helped police arrest a suspect from an armed robbery of a 7-Eleven. “We are delighted to pay a reward to a local resident whose tip led to an arrest in an armed robbery,&#8221; said ACCS President Andres Tobar. &#8220;We encourage local residents who have information on a crime to call the ACCS tip line at 866-411-8477 to remain anonymous. <p><strong>Tejada Launches Campaign Targeting Childhood Obesity</strong> &#8212; County Board Chairman Walter Tejada kicked off his Moving Forward Together Campaign at a community meeting yesterday. The initiative involves the county working with a volunteer coalition and community members on several points, such as getting kids moving more at recess and in after school programs, establishing healthier vending options and training childcare providers in nutrition and physical activity. Residents are encouraged to get involved with the newly formed Healthy Community Action Team (HCAT). <p><strong>Construction Work at Central Library</strong> &#8212; Work has started on the Central Library&#8217;s first major interior renovations since the early 1990s, and includes painting, carpeting, new signs and new desks. Because staff needs to use the Quiet Study Room during construction, it will be closed to the public for the duration of renovations. Construction is expected to finish in the spring. <p><strong>Mind Your Body Oasis Grand Opening</strong> &#8212; Saturday (January 19) is the grand opening celebration for the <a href="http://www.arlnow.com/2012/12/28/yoga-studio-opening-soon-in-crystal-city/" target="_blank">new Mind Your Body Oasis</a> (1750 Crystal Drive) in Crystal City. There will be raffles and samples of the juices sold at the yoga studio and holistic center. Customers will also be able to try a free yoga class.</p>
