<p>Circuit Court Judge Louise M. DiMatteo imposed the jury&#8217;s sentencing for 54-year-old Rodolfo Hernandez-Suazo &#8212; which included 50 years for rape, 25 years for abduction with intent to defile and 5 years for incest &#8212; but ordered that the sentences run concurrently.</p>
<p>Hernandez-Suazo lured his then 22-year-old daughter to a south Arlington hotel room last year, claiming he was going to complete some maintenance work there. Once both were at the hotel, Hernandez-Suazo forced sex on his daughter.</p>
<p>Prosecutors say Hernandez-Suazo then told the daughter to take a shower, but she did not end up doing so. As a result, after she reported the crime to police several hours later,  investigators from the Arlington County Police Department Special Victims Unit were able to retrieve DNA evidence from her.</p>
<p>Hernandez-Suazo had been estranged from his daughter since leaving El Salvador about 20 years ago. They were reunited in 2009, when the daughter came to the United States to live with her mother, but she broke off contact after Hernandez-Suazo touched her inappropriately. He then re-initiated contact last year, leading to the incident in the hotel room.</p>
<p>“The victim held the understandable but misguided belief that she and the defendant could at last have a normal father-daughter relationship. Unfortunately he turned out to be a predator, not a parent,&#8221; said Assistant Commonwealth Attorney Lisa Tingle. “Her courage in coming forward should give others similar strength knowing that our community treats these offenses with the utmost seriousness.&#8221;</p>

<p>Woodbridge resident Joshua Terrell Franklin, 24 was charged last week with the December 2012 rape of a prostitute in a Crystal City hotel room.</p>
<p>&#8220;The suspect, in response to an online advertisement, hired a woman to perform sexual acts,&#8221; police said in a <a href="http://news.arlingtonva.us/police-seek-additional-victims-of-sexual-assault-suspect" target="_blank">press release</a>. &#8221;Shortly after arriving at the victim’s hotel room, the suspect forced the victim to perform sexual acts at gunpoint. &#8221;</p>
<p>Franklin has been charged with Rape, Robbery and Forcible Sodomy in connection with that incident. He is currently awaiting trial in Fairfax County for a similar crime, the <a href="http://www.wusa9.com/news/local/story.aspx?storyid=236121" target="_blank">alleged sexual assault</a> of two women in a Springfield hotel room in January.</p>
<p>Police believe Franklin might have assaulted other women, and are asking for additional victims to come forward.</p>
<p>&#8220;Information revealed in the investigation indicates that there are potentially other victims or persons with information regarding this subject,&#8221; police said. &#8220;Anyone who has information about this suspect is asked to call Detective Angela Comer at 703.228.4243 or email investigations@arlingtonva.us. <p>This is the <a href="http://www.arlnow.com/2012/02/02/crystal-city-man-convicted-of-prostitute-attacks/">third</a> <a href="http://www.arlnow.com/2012/02/01/police-ask-for-sexual-assault-victims-to-come-forward/">time</a> in three years that a man has been accused of sexually assaulting prostitutes in Crystal City hotel rooms.</p>

				<content:encoded><![CDATA[<p>A man has been arrested and accused of attempting to rape an unconscious woman who was passed out on a sidewalk near Courthouse.</p>
<p>The alleged incident took place in the early morning hours of Monday, Dec. 17, about two blocks away from Arlington County Police headquarters. From this week&#8217;s Arlington County crime report:</p>
<blockquote><p>ATTEMPTED RAPE, 12/17/12, 1200 block of N. Troy Street. At 2 am on December 17, officers responded to a report of a woman passed out on the sidewalk and a man trying to pull her pants down. Upon arrival, officers observed a male subject standing over an unconscious female. Leonardo A. Martinez Lopez, 26, of Arlington, VA was arrested at the scene and charged with attempted rape.</p></blockquote>

<blockquote><p>MALICIOUS WOUNDING, 12/14/14, 2800 block of N. Glebe Road. At 9:45 pm on December 14, two Marymount University students got into an altercation. The incident escalated and the suspect pulled out a knife and stabbed the victim. Francis Joseph Maguire, 20, of Burke, VA, was charged with malicious wounding and remains in custody at the Arlington County Detention Facility. Additional charges related to alcohol and narcotics are pending.</p>
<p>MALICIOUS WOUNDING, 12/18/12, 2400 block of S. Kenwood Street. At 7:00 am on December 18, two males got into a verbal altercation in a residence. The altercation escalated and the suspect repeatedly hit the victim in the head with his fists. As the subject left the scene, he threw an object at the victim’s head and then proceeded to take the victim’s vehicle. No arrests have been made at this time, but the subject has been identified.</p>
<p>ROBBERY BY FORCE, 12/15/12, 3600 block of S. Stafford Street. At 9:55 pm on December 15, three male suspects were observed forcefully shoving a juvenile to the ground and stealing his jacket. A passerby witnessed the robbery by force and assisted the minor in calling the police. No suspects have been found at this time. Suspect one is described as a black male, 5’6 tall and 150 pounds. At the time of the incident he was wearing a bright blue jacket. Suspect two is described as a black male, 5’11 and 160 pounds. He was described as wearing a black ski mask. Suspect three was said to have been the one that physically stole the jacket, but there is no description.</p>
<p>PROSTITUTION, 12/12/12, 3000 block of S. Columbia Pike. At 10 pm on December 12, two individuals were observed engaging in sexual activity in exchange for money inside a vehicle. Angelia Kennedy, 48, of Alexandria, VA, was charged with prostitution and released on a summons. Osman Javier Mejia, 33, of Arlington, VA, was charged with soliciting a prostitute and released on a summons. Richard Arden Leonard, 69, of Arlington, VA, was charged with promoting prostitution with a vehicle and released on a summons.</p>
<p>BURGLARY, 12/11/12, 6200 block of N. 27th Street. Between 8:40 am and 4:30 pm on December 11, an unknown subject(s) entered a residence and stole various items to include a safe, money and jewelry. There is no suspect(s) description.</p>
<p>POSSESSION OF WEAPON IN SCHOOL, 12/13/12, 100 block of S. Glebe Road. At 11:30 am on December 13, two students were found in possession of knives at Thomas Jefferson Middle School. Both juveniles were charged and suspended from school.</p>

<p>Tedros &#8220;Teddy&#8221; Tzehaye, a 40-year-old Springfield resident, was accused of rape by a female employee in September. The alleged incident took place at the restaurant between 2:30 and 3:00 a.m. on a Thursday, according to a <a href="http://www.arlnow.com/2012/09/12/crime-report-rape-reported-at-restaurant/">police report</a>. Alcohol was involved, we&#8217;re told.</p>
<p>The woman was brought to the hospital for an examination and Tzehaye was arrested on Sept. 27 and charged with forcible rape. The charge was later amended to assault and battery, to which Tzehaye pleaded guilty. The plea was an Alford plea, ARLnow.com has learned, which means that Tzehaye asserted his innocence while admitting that prosecutors had enough evidence to convict.</p>
<p>Tzehaye&#8217;s attorneys declined to answer questions about their client&#8217;s side of the story. Prosecutors also declined to comment on the record.</p>
<p>Tzehaye is out on bail, awaiting a final sentencing hearing scheduled for May 7, 2013. Prosecutors have recommended one year of probation and no jail time.</p>
<p>A tipster says Tagolio has been closed &#8220;for several weeks.&#8221; The restaurant&#8217;s phone number has been disconnected.</p>
<p>Tagolio was noted for its coal-fired pizza and earned generally positive reviews on <a href="http://www.yelp.com/biz/tagolio-arlington" target="_blank">Yelp</a>.</p>

<p>The incident happened just before 11:00 yesterday (Monday) night. The officer was walking in the Nauck neighborhood when he heard a woman screaming for help. Using a flashlight, the officer located a man with his pants unbuttoned, attempting to rape a female victim in a wooded area on the 3500 block of 23rd Street S., in the area of the school and the Drew Community Center, according to police.</p>
<p>Dumfries, Va. resident Kenneth Staton, 34, was arrested and charged with attempted rape. He&#8217;s being held without bond.</p>
<p>According to Arlington County Police spokesman Dustin Sternbeck, Staton met the woman at a nearby bus stop, asked her for a cigarette, and started talking to her, before throwing her to the ground and attempting to rape her. The woman had a &#8220;busted lip&#8221; but did not require medical treatment, Sternbeck said.</p>

<p>A woman told police she was raped by an acquaintance early on the morning of Friday, Sept. 7. Arlington County Police spokesman Dustin Sternbeck would not name the establishment where the alleged rape took place, but described it as a &#8220;bar/restaurant&#8221; on the 500 block of 23rd Street S.</p>
<p>Sternbeck said the woman was brought to the hospital for examination after reporting the crime. No arrests have been made so far, he said.</p>
<p>&#8220;We&#8217;ve spoken with the alleged suspect and the victim,&#8221; said Sternbeck. &#8220;It remains under investigation.&#8221;</p>

The victim was treated for numerous superficial wounds to his face and left arm. Kim Rene Gaines, 47, of Arlington, VA, was arrested and charged with unlawful wounding. She was held on a $3,500 secure bond.</p>
<p>INDUSTRIAL ACCIDENT, 09/05/12, 2200 block of N. Pershing Drive. At 1:40 pm on September 5, a construction worker was electrocuted when he came in contact with a electrical line. CPR was initiated on scene and he was transported to Virginia Hospital Center, where he was pronounced dead.</p>
<p>BURGLARY, 09/05/12, 4200 block of S. 29th Street. Between 5 pm on September 3 and 8 am on September 4, an unknown suspect(s) stole items inside a vehicle located in an impound lot. There is no suspect(s) description.</p>

<p><strong>Four Mile Run Rapist Still on the Loose</strong> &#8212; Arlington County police are still looking for a man who <a href="http://www.arlnow.com/2012/07/04/acpd-woman-raped-on-four-mile-run-trail/" target="_blank">raped a woman</a> on the Four Mile Run Trail two weeks ago. Police are issuing warnings to women who use the trail, in English and in Spanish. Officers are also patrolling the trail on bike and motorcycles. <p><strong>Marymount, O&#8217;Connell Teaming Up for Baseball Field</strong> &#8212; Marymount University will be adding a varsity baseball team to its athletic program after striking a deal with Bishop O&#8217;Connell High School to use the school&#8217;s baseball field. Marymount will fund the renovation of the O&#8217;Connell&#8217;s field to NCAA standards, in exchange for partial use of the field. Marymount hopes to have the baseball team ready for its first season by Spring 2014. 				<content:encoded><![CDATA[<p><a href="http://www.arlnow.com/wp-content/uploads/2012/03/acpd-patch.jpg" rel="lightbox[37424]"><img class="alignleft  wp-image-32151" title="Arlington County Police Department badge" src="http://www.arlnow.com/wp-content/uploads/2012/03/acpd-patch-300x322.jpg" alt="" width="210" height="225" /></a><em>(Update at 2:25 p.m.)</em> A woman was raped on the side of one of the bike trails along Four Mile Run last night (Tuesday), according to police.</p>
<p>Investigators say the incident happened along the trail while it was still light outside &#8211; between 7:30 and 8:00 p.m. The woman, 23, was jogging by trail mile marker 44, near Glencarlyn park, when a man, whom she had seen along the trail earlier, stopped her. He took out a 6-inch kitchen knife, dragged her into some tall vegetation, and took off her clothes and underwear, according to Arlington County Police spokesman Dustin Sternbeck.</p>
<p>At one point the woman tried to run away but the attacker restrained her and threatened her with the knife, Sternbeck said. After the man was done sexually assaulting the victim, she ran home and drove herself to the hospital. Hospital staff called police at 8:49 p.m. In addition to the injuries from the sexual assault, the woman also sustained scratches to her wrists, Sternbeck said.</p>
<p>The man is described as a clean-shaven Hispanic male, between 5&#8217;5&#8243; and 5&#8217;6&#8243;, 140 pounds, about 30 years of age. He had short black hair and brown eyes. The victim said he had a small head, a high-pitched voice, spoke limited English, and was wearing a green shirt that might have said George Mason University on it.</p>
<p>The victim has been an Arlington resident for 6 months, Sternbeck said.</p>

<blockquote><p>SEXUAL BATTERY, 06/24/12, 3000 block of S. Columbia Pike. Between 11:30 am and 12:30 pm on June 23, a victim was sexually assaulted while getting a massage at a salon. The subject is described as a Hispanic male, in his late 20s to early 30s, approximately 6’4” and 200 lbs. He had black curly hair in a pony tail and stated his name was Juan.</p></blockquote>
<p>On Sunday morning, a woman in the Radnor &#8211; Fort Myer Heights neighborhood reportedly woke up to find a man having sex with her, after she had gone to sleep drunk and alone.</p>
<blockquote><p>RAPE, 06/26/12, 1400 block of N. Scott Street. A female victim woke up naked the morning of June 24 with a known male subject beside her in bed that admitted to engaging in sexual intercourse. The victim had gone to bed alone intoxicated the night before. The victim does not wish to press charges at this time.</p></blockquote>
<p>On Monday, a man exposed himself to a female rider on the VRE train, then ran off when the train stopped in Crystal City.</p>
<blockquote><p>INDECENT EXPOSURE, 06/25/12, VRE Train approaching Crystal City. Between 8:15 and 8:30 am on June 25, an unknown subject exposed himself to a female rider. The subject fled the scene as the train stopped in Crystal City. The suspect is described as a white male, 30’s, 5’8” tall, 130 lbs., with short black hair. He was wearing a black suit at the time of the incident.</p></blockquote>

<blockquote><p>SOLICITATION OF PROSTITUTION, 06/19/12, 5000 block of S. Columbia Pike. On June 19 at 9:48 pm, an officer in plain clothes was solicited for sex by a female subject for ten dollars. Sherry Taylor, 38, of Arlington, VA, was charged with solicitation of prostitution and trespassing.</p>
<p>PROSTITUTION, 06/21/12, 3000 block of S. Columbia Pike. Between 7 and 10 pm on June 21, subjects were observed by police operating a prostitution business from several hotel rooms. The subjects had been advertising their services on an online solicitation site. Carmen Ponce, 30, of Manassas, VA, was arrested and charged with prostitution. Sarah Jones, 20, of no fixed address, was arrested and charged with prostitution and keeping a bawdy place. Zhiwei Jiao, 48, of no fixed address, was arrested and charged with prostitution keeping a bawdy place. Leslie Celenia Torres Elvir, 24, of Oxon Hill, MD, was arrested and charged with receiving money from earnings of prostitution and using a vehicle to promote prostitution. Nurgazy Ibraimov, 19, of Arlington, VA, was charged with solicitation of a prostitute. Gilbert Bowen, 70, of Bethesda, MD, was charged with solicitation of a prostitute. Julian Pedro Vicente Paxtor, 38, of Falls Church, VA, was charged with solicitation of a prostitute. Michael Surber, unknown age, of unknown address, was charged with solicitation of a prostitute. Jason Gooljar, 33, of Arlington, VA, was charged with solicitation of a prostitute.</p>
<p>INDECENT EXPOSURE, 06/26/12, 1300 block of N. Stafford Street. At 10:16 am on June 26, a juvenile boy was walking through the parking deck at Washington and Lee High School when a male subject jumped out naked, exposing himself. The victim ran into the school to seek immediate assistance and the subject fled the scene. The suspect is described as a white male, 40s, approximately 6’2” tall, 190 lbs. and had short dark hair and silver framed glasses.</p>
<p>ASSAULT BY MOB, 06/24/12, 1300 block of N. Fillmore Street. On June 24 at 1:19 am, three subjects assaulted three victims after a verbal argument. The three victims were transported to a local hospital with minor injuries. Kenneth Bailey Jr., 21, of Arlington, VA, Yohana Yemani Abed, 21, of Arlington, VA and Cochise Dajon Morris, 21, of Alexandria, VA, were arrested and charged with assault by mob. They were held without bond.</p>
<p>ROBBERY, 06/20/12, 1300 block of S. Lynn Street. At 10:32 pm on June 20, two unknown subjects punched a victim and robbed him of his keys. The suspects fled the scene on foot and are described as black males, approximately 17 years of age. Both were wearing khaki shorts and one wore a yellow shirt and the other shirtless at the time of the incident.</p>
<p>ROBBERY, 06/25/12, 600 block of S. 12th Street. On June 25 at 10:30 pm, an unknown male subject ran up behind the victim and snatched her purse. The subject fled the scene on foot and was witnessed getting into a orange Pontiac Aztec. The subject is described as a white male in his 50’s, approximately 5’6” tall and was thin. He was wearing all black clothing and a hat at the time of the incident.</p>
<p>POLICE IMPERSONATOR, 06/26/12, 600 block of N. Glebe Road. On June 25 at 2:30 pm, an elderly male victim sitting in his vehicle in the parking lot of a grocery store was flashed a badge by a subject claiming to be an officer. The subject took $14 cash and a credit card out of the victim’s wallet and fled the scene. The credit card was used at several locations before the victim could cancel it. The suspect is described as a white male, approximately 5’7” tall, thin build, with salt and pepper hair, wearing a shirt and tie at the time of the incident.</p>
<p>MISSILE INTO OCCUPIED VEHICLE, 06/26/12, 5600 block of N. Arlington Boulevard. At 9:15 pm on June 26, an elderly male victim that was driving home heard a loud bang and then two of his vehicle windows were damaged. Entry and exit holes were visible. There is no suspect description.</p>
<p>BURGLARY, 06/22/12, 3500 block of S. 16th Street. Between 7:15 am and 5:30 pm on June 21, an unknown subject(s) entered a residence through a bathroom window and stole various items of jewelry. There is no suspect description.</p>
