So is 911 back up and running or am I just bad luck? I had to call 911 this afternoon from my cell phone, it still didn’t work. Just rang and rang and rang. A guy was riding his bicycle southbound on northbound 395. Ended up having to call the Virginia State Police directly.
I was right on the Arlington Alexandria line there so I don't know for certain which call center I was ringing but they were definitely offline one way or another.
I'm not so sure that's 911 material unless he was being reckless and weaving into traffic. Although, I've never considered riding my bike the wrong way down the highway.

Please tell me you're joking. You don't think that driving down the highway in the wrong direction isn't 911 material?
As an aside, OP, I don't have an answer for you, but did you let whoever you wound up speaking to know that you tried calling 911 and it didn't work?

I was kind of assuming the dude was on the shoulder, but I guess that's not a very good assumption.

It's not. If he's actually in traffic and riding a bike, the only person he's going to hurt is himself. Darwin would be proud.
If I had plowed through him and his bicycle at 60 mph, he would have done substantial damage to my little plastic car. I hit a raven once at 35 mph as it dove on my car and demolished the windshield. The raven fared far worse.
I did indeed let the extremely polite and helpful woman who answered the phone know that I couldn't get through on 911 and she seemed to think my callconcern was quite appropriate. She also let me know that I was not the first caller to call them directly to let them know and that officers were en route.
Was really just curious if the system was backup or not. My vote is for “sort of” and I am in the exception category.
I never knew it was down…
Good thing I have “1911 Backup!”

#77 to get the State Police for anything on the Highway.

That's probably not very helpful when an ambulance or a fire truck is needed…
