I am so embrassed to live in Arlington, Va at this moment. this is the kind of stuff people do in DC and Md. I thought Virginia's slogan is Virginia is for Lovers. Wrong. And the Bus Driver he has a phone, everybody on the bus has a phone.

How many dead people have you seen laying on the road… and how many do you expect to see in your lifetime on a relatively busy street in a relatively busy town? I can imagine those people who saw this individual thought he was simply drunken and laying down on the side of the road and didn't expect to see a dead person.
For the record, I've seen plenty of drunken people laying on the side of the road in Arlington, but I've seen no dead people.
This does not excuse their inaction, but it does explain it and I think most people, including you, would react in the same manner.
Agree 100%. If all they could see was that he was laying down (no obvious evidence of injury at first glance), then why would they be prompted to do anything…
I've walked past homeless people laying face down who have sh1t themselves, I am becoming indifferent.

I'm curious to know, and I don't mean this in a condescending way: what is your understanding of the events that took place? I don't want to use a straw man here, but it seems that you took your entire interpretation of the events from the video footage. Tell the whole story as you see it.

Everyone else: it's “lying” face down, not “laying.” Gah, it's worse than apostrophe abuse.

I figured it was worth a shot to try and correct any misunderstanding surrounding the incident, but if there's no reply I will assume that the original poster was only looking to display their opinion instead of having an honest discussion. I hope that is not the case, though.
Maybe if Arlington just did Kev's bum roundup plan, people wouldn't have confused him as homeless…

I thought the driver remained on the scene and emergency personnel had already been summoned. I think people knew he was dead. Surely, someone had by this point checked his pulse or breathing. The issue wasn't that they weren't helping; I doubt many people boarding a bus at that location are doctors or even medically trained. The issue is that they boarded the bus rather than wait to speak with police. It's my guess that the county is making an example out of these people to everyone in the county that, while you may not be legally obligated to do so, being a good samaritan is expected within the county and that those who don't act accordingly will be publicly ostracized. Remember, there are cameras everywhere.
The ARLINGTON Red Cross chapter should offer CPR classes like they use too. We obviously could do with some trained responders. Come on!
