Road crews will try again to perform reconstruction work on the deck of Chain Bridge this weekend. The work will completely close Chain Bridge to traffic and pedestrians from 8:00 p.m. Friday to 5:00 a.m. Monday.
This is the fourth attempt to perform the repair work. The first two scheduled closures were snowed out; this past weekend’s planned closure was rained out.
An 80-foot barge carrying equipment for the 14th Street Bridge construction project broke loose from its anchoring on the Potomac River and rammed one of the bridge’s columns Monday morning.
There’s no sign of significant damage to either the bridge or the barge, according to the U.S. Coast Guard. 14th Street Bridge traffic was not interrupted, and no injuries or fuel leaks were reported.
Police have identified the victim as 20-year-old Cain Guevara-Estrada of Arlington. Investigators say Guevara-Estrada was found on a sidewalk in the 2800 block of North Pershing Drive, suffering from wounds to his upper body. He was pronounced dead a short time later.
A source tells ARLnow.com that Guevara-Estrada was stabbed to death. Police say they do not believe there is a connection between this crime and the stabbing death of Carl Diener on Dec. 29.
Brink, who introduced the original House version of the bill, called the vote “a victory both for reproductive rights and First Amendment principles.”
Brink says the bill will allow the state to “give equal treatment to the pro-choice position,” given last year’s creation of a “Choose Life” license plate.
More than a thousand runners braved heavy wind and driving rain on Saturday to compete in the inaugural Four Courts Four Miler road race, part of an early St. Patrick’s Day celebration.

The northbound George Washington Parkway has been shut down at Spout Run due to a vehicle that skidded off the road and slammed into a tree.
One southbound lane is being blocked by a fire truck. Northbound traffic is being diverted onto Spout Run.

We received a tip overnight about a stabbing on the 2800 block of N. Pershing Drive, near the Lyon Park Community Center. We’re told the stabbing is now being investigated as a homicide.

Board Passes Temporary Snow Removal Ordinance — The Arlington County Board passed a 60-day emergency snow removal ordinance by a vote of 3-2. Dissenting board members Jay Fisette and Barbara Favola joined the Arlington Chamber of Commerce in questioning why an ordinance should be rushed into law, saying it will be difficult to enforce in the unlikely event that Arlington gets a significant snowfall between now and May.
The Arlington County Board voted this morning to enact an emergency snow removal ordinance. The measure is effective immediately and will remain in effect for 60 days.
The ordinance requires businesses to clear sidewalks in commercial districts after a snowfall of more than two inches. This is the first time that Arlington has enacted such a requirement. It does not apply to residential areas or to persons over the age of 65.
The planned closure of Chain Bridge this weekend has been postponed due to the windy and rainy weather. This is the third time reconstruction work on the bridge deck has been postponed. Snow storms in January and February caused the first two postponements.
Firefighters ultimately determined the substance was non-toxic. A subsequent Department of Environmental Services investigation revealed that the cloudy white water was caused by runoff from concrete work at a nearby home.
The incident is not altogether uncommon — DES investigates 50 to 100 complaints of stream contamination each year — but it serves as a reminder that many residents still don’t know where the county’s storm drains go.
Construction is taking place at a furious pace at the old Murky Coffee building. When we arrived after the short walk from Northside’s big brother, Liberty Tavern, general manager Alison Christ was surprised to see a chandelier already installed on the second floor, which the wine bar will call home.
On the first floor the makings of the coffee bar were coming together. Christ, formerly the sommelier at Willow Restaurant in Ballston, said the centerpiece of the store — a top-of-the-line espresso machine — was in the process of being flown in from Italy.
