It’s a new Dominion power substation, and its part of a major electrical transmission project the company has been working on since the beginning of 2011.
Garvey’s main push is for more communication and transparency in government.
“I think we’re having a little trouble keeping our priorities straight. Is it all about education, infrastructure, public safety? Or is it all about Artispheres and street cars and that sort of thing,” Garvey said. “I think we need to be very clear about our priorities and make them our core services.”
Incentives for Home Energy Efficiency — Arlington County is partnering with a nonprofit group to provide 320 Arlington homeowners with incentives to improve their home’s energy efficiency. Local Energy Alliance Program (LEAP) will provide $125,000 in grants to help homeowners achieve at least a 20 percent energy savings. [Arlington County]
Closures for Weekend 5K Race — A number of streets will be closed in the Williamsburg area on Saturday for the 2nd annual Nottingham Elementary PTA 5K Run/Walk. Parts of Williamsburg Boulevard, Little Falls Road and N. Ohio Street will be closed between 7:30 and 10:30 a.m. Race participants are being encouraged to wear green in honor of St. Patrick’s Day. Outdoor ice skating may not be the most popular recreation activity in 70 to 80 degree sunny weather, but the Pentagon Row ice rink is still open for business should anybody want to try their luck on the wet ice.
The rink had a thin layer of water on top of it when we stopped by around lunchtime today. No one was skating, but plenty of people were eating their lunch outside around the plaza.

(Updated at 4:20 p.m.) Police are questioning a “person of interest” in connection with a bomb threat at the Sheraton National hotel on S. Orme Street this afternoon.
The building was evacuated around 1:45 p.m. after a bomb threat was phoned in to the hotel. The caller claimed a bomb had been planted on street level and was going to detonate at 3:00 p.m., according to Arlington County Police spokesman Dustin Sternbeck. Police shut down S. Orme Street between Columbia Pike and Southgate Road (the entrance to the Marine Corps’ Henderson Hall) as a precaution.
Westbound Route 50 will be completely closed between Courthouse Road and 10th Street from 8:00 a.m. on Saturday, March 24 to 8:00 p.m. on Sunday, March 25. The closure is being put into place to allow the demolition of the bridge from 10th Street to eastbound Route 50. During the demolition process, drivers will be encouraged to avoid the closure area and use Washington Boulevard as a detour to Route 50. The 10th Street bridge itself will close starting on Thursday, March 22.
Longer-term closures are also planned starting next week.

A man reportedly attempted to rob a small store while displaying some sort of a weapon, initially said to be a gun but possibly a pipe.
The search for the suspect has now been called off. Earlier, Fairfax County police were using a police dog and a helicopter to try to track the suspect. Arlington police, meanwhile, searched the area around nearby Kenmore Middle School and Carlin Springs Elementary School.

Work is underway to design improvements to the streetscape of Columbia Pike. On Monday, March 26, county staff and consultants will present their partially-completed design to the community.
The design seeks to not only make the Pike more accessible to pedestrians, but to get it ready to “support future high-quality, high-frequency transit service” — which may include enhanced bus service or the proposed Columbia Pike streetcar.
Arlington Wins Diversity Award — The National League of Cities has presented Arlington with its 2012 Cultural Diversity Award. The awards showcase “examples of how cities achieve excellence in diversity, promotes the positive results of ‘total community collaboration’ and honors community leadership in developing creative and effective programs to improve cultural diversity.” [Arlington County]
Hen Raising Critics Speak Out — Critics of a proposal to allow backyard hen raising in Arlington spoke out during Saturday’s County Board meeting. “Send it to the slaughterhouse,” civic activist Robert Atkins said of the proposal, which is supported by a group called the Arlington Egg Project. Critics say backyard hens could produce noise, odors and neighborly conflicts, among other ill effects. [Sun Gazette]
