Crime Report: Man Accosts Girl Near Westover

Arlington County police are looking for a man who “made a sexually inappropriate comment” to a girl under the age of 18 near the Westover neighborhood.

The incident happened last Thursday afternoon, according to this week’s ACPD crime report.

SUSPICIOUS CIRCUMSTANCES (late), 2018-01110206, 5600 block of N. Washington Boulevard. At approximately 6:47 p.m. on January 11, police were dispatched to the late report of a suspicious person. Upon arrival, it was determined that at approximately 2:30 p.m., a juvenile female victim was walking in the area when an adult male approached her on foot and made a sexually inappropriate comment before fleeing the scene. The suspect is described as a white male, approximately 5’5″ to 5’11” tall with an average build, and a black beard. He was wearing a red baseball hat and blue jeans at the time of the incident. The investigation is ongoing.

MALICIOUS WOUNDING BY CAUSTIC AGENT, 2018-01160204, 1500 block of N. Colonial Terrace. At approximately 7:31 p.m. on January 16, police were dispatched to the report of an assault that had just occurred. Upon arrival, it was determined that as the victim was returning to his residence, he located an unknown dark colored SUV in his driveway. The male driver exited the vehicle and sprayed the victim with a caustic substance before fleeing the scene in the vehicle. The victim was treated on scene by medics for minor injuries. The suspect is described as a white male wearing a mask and black jacket. The investigation is ongoing.

ROBBERY, 2018-01160087, 1400 block of S. Hayes Street. At approximately 11:40 a.m. on January 16, police responded to the report of an armed robbery that had just occurred. Upon arrival it was determined that the male victim was walking in the area when he was approached by three unknown suspects who implied they had a weapon and demanded the victim’s belongings. When the victim attempted to photograph the suspects, they fled the area on foot. Responding officers canvased the area and located three suspects matching the victim’s descriptions. Petitions will be sought for the three juvenile suspects.

BURGLARY (late), 2018-01130141, 300 block of 23rd Street S. At approximately 12:33 p.m. on January 13, police were dispatched to the late report of a breaking and entering. Upon arrival, it was determined that cash and items of value were stolen from the victim’s residence. During the course of the investigation, officers developed a possible suspect description and recovered items of value belonging to the victim. Kulbaira Stoddard, 48, of Arlington, VA, was arrested and charged with Burglary and Grand Larceny.

BRANDISHING, 2018-01130170, 800 block of S. Florida Street. At approximately 3:06 p.m. on January 13, police were dispatched to the report of suspicious persons. Upon arrival, it was determined that a group of four subjects known to the victim knocked on the victims’ apartment door. The victim and subjects then became engaged in a verbal dispute outside the apartment, which escalated when one of the subjects allegedly brandished a firearm. No injuries were reported. The subjects fled the scene prior to police arrival and a canvas of the area by responding officers was negative. The suspect who brandished the firearm is described as an Ethiopian male, approximately 18 years old, with scruff on his face. The other three subjects are described as a Middle Eastern male between the ages of 17 and 21; a black male between the ages of 17 and 21, wearing a green jacket and jeans; and a light skinned female wearing a grey sweater. The investigation is ongoing.

ROBBERY, 2018-01160091, 1100 block of S. Hayes Street. At approximately 12:30 p.m. on January 16, police were dispatched to the report of a strong armed robbery. Upon arrival it was determined that four unknown suspects entered a business and stole items of value. A male employee confronted the suspects and was pushed during a brief struggle. The suspects fled the scene prior to police arrival. Suspect One is described as a black male wearing boots, dark colored pants, a black hooded sweatshirt and a green jacket. Suspect Two is described as a black male wearing black track pants and a black hooded sweatshirt. Suspect Three is described as a black male wearing sneakers, blue jeans and a black jacket. Suspect Four is described as a black male wearing sneakers, black pants and a black hooded sweatshirt. The investigation is ongoing.

BURGLARY (late), 2018-01140160, 5000 block of Carlin Springs Road. At approximately 4:07 p.m. on January 14, police were dispatched to the late report of a burglary. Upon arrival, it was determined that between December 8 and January 14, while the homeowner was out of town, items of value were removed from the residence. There is no suspect description. The investigation is ongoing.

SUSPICIOUS CIRCUMSTANCES (Significant), 2018-01120112, 3000 block of Wilson Boulevard. At approximately 11:11 a.m. on January 12, police responded to the area for the report of a skimming device located inside an ATM. Upon arrival, it was determined that between 4:30 p.m. on January 11 and 10:30 a.m. on January 12, an unknown suspect placed the device inside the machine. There is no suspect description. The investigation is ongoing.

MALICIOUS WOUNDING, 2018-01100004, 2700 block of Washington Boulevard. At approximately 12:53 a.m. on January 10, police were dispatched to the report of a fight in progress. Upon arrival, it was determined that a verbal dispute between known individuals escalated when the female suspect struck the male victim, resulting in multiple lacerations. The victim was treated on-scene by medics. A warrant for Malicious/Unlawful Wounding was obtained for the female suspect.
