New charges against woman previously arrested after police standoff

A woman arrested this past fall after a standoff with police is facing more charges.

Vivian Vann, 52, was charged with burglary and unlawful entry after an alleged break-in at a vacant home on Monday.

From an Arlington County Police Department crime report:

BURGLARY, 2024-03250061, 2300 block of N. Powhatan Street. At approximately 8:27 a.m. on March 25, police were dispatched to the report of suspicious circumstances. Upon arrival, it was determined two female suspects forced entry into the vacant home and stole undetermined items before leaving the scene in a black sedan. During the course of the investigation, the suspect was identified and a warrant for her arrest was obtained. She was subsequently taken into custody by Fairfax County Police and transferred to the custody of Arlington County Police. Vivian Vann, 52, of Arlington, Va. was charged with Burglary and Unlawful Entry.

Vann was previously listed as a Florida resident when she was arrested in October on the same block of N. Powhatan Street in the Highland Park-Overlee Knolls neighborhood.

ACPD said at the time that Vann was arrested after an approximately hour-long standoff that followed a dispatch for a burglary in progress. Police filed 19 separate charges against her, from credit card forgery to vehicle theft.

“During a search of her property, police recovered identifications, credit cards and other documents related to fraudulent activity,” the Oct. 5, 2023 ACPD crime report said. “The investigation also determined the suspect had allegedly entered a residence in the 1400 block of S. Quincy Street.”

According to court records, all local charges against her were subsequently dropped in December. The Commonwealth’s Attorney for Arlington and Falls Church, Parisa Dehghani-Tafti, told ARLnow that the case was transferred to federal prosecutors.

“Because the case involved acts in multiple jurisdictions, the local charges were dismissed in favor of federal charges,” Dehghani-Tafti said. A search of the U.S. court system did not yield information about an active federal case against Vann.

Vann is currently out on bond, awaiting arraignment Thursday on the new pair of charges against her, one a felony and the other a misdemeanor.

News articles and court records show that she has faced a variety of theft, identity theft and fraud charges in Florida and elsewhere dating back to 2003 and as recently as 2022.
