Developers close on hotly debated 530-unit project in Green Valley

A pair of developers have closed on a planned 530-unit project in Green Valley, planning to deliver a mix of multifamily units and townhouses in early 2028.

Charlotte-based Crescent Communities and New York City-based Rockefeller Group announced the closing of 2480 S. Glebe Road in a press release today (Thursday), a project that sparked significant debate over gentrification concerns prior to securing County Board approval in April 2025.

The development, dubbed NOVEL Arlington, will include 493 multifamily residences ranging from studios to three-bedroom units, as well as 37 for-rent townhomes. The project is expected to include nine committed affordable apartments.

Planned amenities include a rooftop pool, a courtyard with fire pits and “game zones,” a golf lounge with a “full-swing simulator,” a fitness center with a sauna and recovery spaces, a public-private park, coworking spaces and a “resident convenience market.”

“NOVEL Arlington aligns with our strategy to invest in the strongest growth markets nationally,” Josh Etter, managing director for Rockefeller Group’s Mid-Atlantic region, said in the press release. “We’re proud to partner with Crescent Communities in this thoughtfully planned development and look forward to bringing it to life in Arlington, which is poised to outperform.”

The project will redevelop two existing hotels, Hotel Pentagon and Comfort Inn Pentagon City, along with a surface parking lot. It’s adjacent to Lomax African Methodist Episcopal Zion Church, whose leaders raised concerns about causing more gentrification in the traditionally Black neighborhood, while proponents highlighted the addition of much-needed housing.

The County Board approved the project in a 4-0 vote with one abstention.
