JUST IN: Man charged with attempted rape after attacking woman in Clarendon

A 28-year-old Arlington man has been arrested and charged with attempted rape after allegedly assaulting a woman who was waiting for a rideshare in Clarendon over the weekend.

Luzvin Garcia Moran is being held without bond at the Arlington County Detention Facility on charges of attempted rape, abduction with intent to defile and assault and battery, according to ACPD.

Police were called to the 2700 block of Wilson Blvd — near Whole Foods — around 5:40 a.m. on Sunday, April 12 for a reported assault. The victim told police the suspect approached her and began speaking to her while she was waiting for a rideshare, according to the department.

When the victim walked away, Garcia Moran followed her onto N. Danville Street, where he made sexually explicit comments before grabbing her, pushing her into a wall and physically assaulting her, police said. The victim was able to break free, but the suspect came back and assaulted her again, according to police.

The victim yelled for help and two bystanders came to her assistance and called police. The suspect fled on foot but officers quickly located him near N. Edgewood Street and Franklin Road and took him into custody, police said.

ACPD’s Special Victims Unit is investigating the case and is asking anyone who may have had past inappropriate encounters with the suspect to come forward.

The Arlington County Police Department’s Special Victims Unit is announcing the arrest of a suspect in an attempted sexual assault which occurred in the Clarendon area during the early morning hours of April 12, 2026. Luzvin Garcia Moran, 28, of Arlington, VA is being held without bond in the Arlington County Detention Facility on charges of Attempted Rape, Abduction with Intent to Defile and Assault & Battery.

At approximately 5:41 a.m., police were dispatched to the 2700 block of Wilson Boulevard for the report of an assault that had just occurred. The preliminary investigation indicates the female victim was waiting for a rideshare when the suspect approached and began speaking to her. The victim walked away and the suspect followed her onto N. Danville Street where he made sexually explicit comments before grabbing the victim, pushing her into a wall and physically assaulting her. The victim was able to get away from the suspect but he reapproached and assaulted her again. The victim yelled for help and two good Samaritans came to her assistance and contacted police. The suspect fled the scene on foot but responding officers quickly located him in the area of N. Edgewood Street and N. Franklin Road and took him into custody.

This remains an active criminal investigation.
