Locker Room Charges Restored — The Court of Appeals of Virginia has reinstated indictments against registered sex offender Richard Cox, accused of exposing himself in Arlington Public Schools locker rooms and at a county rec center. Brawl Outside Ricky’s Pub — Four men fought for more than four minutes outside Ricky’s Pub and Grill (200 block of N. Glebe Road) early Sunday. “Police lights flashing brought an immediate end to the brawl,” Dave Statter said. Medics treated the men and police took some away in handcuffs. Clarendon Closing Time Fight — “Not to be outdone by Ricky’s, Clarendon had its own closing time fight in the middle of Wilson and Fillmore. It wasn’t much until one of the participants decided to fight with a police officer. The man was arrested after a two block foot chase.” [Dave Statter/X]

Fare Evasion Still Rampant — Metrobus fare evasion fell to 63% in June from 73% in May, but WMATA CEO Randy Clarke said it remains too high. “It’s a social contract, we can’t police our way out of it,” Clarke wrote, warning that lost revenue could force service cuts. [MoCo Show]

Voting Rights Ruling Upheld — A federal judge affirmed his ruling that Virginians convicted of most felonies should never have lost the right to vote under an 1870 Reconstruction-era law, clearing them to cast ballots in November. Nursing Home Backlog Shrinks — As of July, 58% of Virginia’s nursing homes were overdue for inspections, according to ProPublica. The state health department is hiring more inspectors and plans to adopt sanctions by year’s end that could strip licenses from repeat violators. [Virginia Mercury]
