Rock Spring culvert slated for $5.2M replacement

An aging culvert in Rock Spring is on track to get replaced through a $5.2 million agreement with the Virginia Dept. of Transportation.

The culvert on the 3800 block of N. Dumbarton Street “has reached the end of its useful life” and is currently “at risk of failure,” a County Board report says. It’s also undersized for its location, which sometimes causes the Little Pimmit Run stream to overflow onto the road.

“The culvert replacement project aims to provide a long-term solution for the residents of North Dumbarton Street, improving their quality of life and reducing the risk of flood damage to properties,” the report says. “Furthermore, the project will contribute to the overall health and sustainability of the Little Pimmit Run watershed.”

The Arlington County Board on Saturday unanimously approved the transfer of funding from VDOT, which approached the county about this project after identifying the culvert on a statewide list of deficient structures. The change does not require any additional funding from the county.

Designs call for a culvert that is more than twice as wide — 27 feet compared to 12 feet — and 9.4 feet high as opposed to eight feet. They also call for the installation of a wingwall and stone riprap to prevent further erosion.

The project will involve temporarily relocating electric power poles and moving the existing water main and gas lines along N. Dumbarton Street.
