The driver in a Ballston crash in January that killed a 32-year-old woman will not face any criminal charges, police have announced.
Investigators determined that the driver of the pickup truck that struck and killed a car driven by Xuewei He of McLean “experienced a medical emergency prior to the crash,” the Arlington County Police Department announced in a press release today (Wednesday).
“Following consultation with the Office of the Commonwealth’s Attorney, criminal charges will not be sought against the driver of the pickup truck,” police said.
Authorities did not provide the name of the 71-year-old driver, who was hospitalized in critical condition immediately after the Jan. 27 collision on Wilson Blvd and remained in medical care as of April 10.

The Arlington County Police Department has completed a comprehensive investigation into the January 27, 2025, fatal crash on Wilson Boulevard. The investigation, which included an extensive review of evidence, witness interviews and crash scene reconstruction, supported the conclusion the driver of the pickup truck experienced a medical emergency prior to the crash. Following consultation with the Office of the Commonwealth’s Attorney, criminal charges will not be sought against the driver of the pickup truck.
Police originally said that charges were expected “pending additional processing of evidence in consultation with the Commonwealth’s Attorney’s Office.”
Shortly before the crash, the 71-year-old’s pickup truck was traveling eastbound on Wilson Blvd at “a high rate of speed,” authorities said at the time.
Traffic camera footage shows the pickup truck speeding the wrong way through the intersection at Wilson Blvd and N. George Mason Drive, apparently sideswiping an SUV, moments before the fatal crash.
The truck collided with a white sedan — which had just turned onto Wilson from N. Vermont Street — around 2:40 p.m.
Though an Arlington police vehicle could be seen turning around to follow the pickup truck, officers were not formally pursuing the vehicle when it collided with He’s white sedan.
Following the initial impact, both vehicles careened into two other vehicles waiting at the stoplight, footage showed.
He, a doctoral candidate at The George Washington University, was transported to a local hospital where she was pronounced dead. Professors remembered her as a kind, caring student and teacher who was planning to start a family after her doctorate.
No other significant injuries were reported.
