The launch of National Innovation Quarter (National IQ) marks a major milestone in Arlington’s long-term economic strategy; one focused on competitiveness, diversification and sustained growth at a national scale. National IQ is an innovation district based in National Landing, designed to bring together industry, government, academia and entrepreneurs to accelerate breakthroughs at the intersection of national competitiveness and next-gen technology.
National IQ provides a formal platform for collaboration around technologies critical to the nation’s future, including artificial intelligence, cybersecurity and national security-related innovation. By aligning research, talent, capital and real estate within a defined district, National IQ strengthens the region’s ability to translate innovation into economic impact.
From Arlington Economic Development’s (AED) perspective, National IQ is not just an innovation district; it is an economic engine. It is designed to generate high-quality jobs, attract private investment and federal activity, support entrepreneurs and small businesses, and reinforce Arlington’s position as a globally competitive destination for companies operating at the forefront of technology.
From Vision to Reality: How National IQ Took Shape
The idea for what would become National IQ has been years in the making. Early conversations began in the wake of the Amazon HQ2 announcement, as AED and its partners considered how to intentionally build on the momentum created by a major corporate investment and the planned Virginia Tech Innovation Campus. The question was not simply how to attract growth, but how to organize it in a way that would strengthen the region’s long‑term competitiveness and deliver broad economic value.
In spring 2024, AED, Alexandria Economic Development Partnership (AEDP) and the National Landing Business Improvement District (BID) jointly retained a nationally recognized innovation district consultant to assess whether National Landing could support a formal innovation district. The study concluded that National Landing possessed a rare concentration of assets capable of supporting an innovation district with national relevance. The recommendation was to focus on artificial intelligence, cybersecurity and national security‑related technologies, sectors that align directly with the area’s existing companies, the applied research emerging from Virginia Tech’s new campus and a deep, highly-skilled regional talent pool.
During the summer and fall of 2025, AED and its partners worked to assemble a coalition of founding partners committed to launching and sustaining the district. That effort resulted in a strong initial group — Amazon, JBG Smith, Northrop Grumman, SAIC and the Virginia Innovation Partnership Corporation — joining AED, AEDP, the National Landing BID and Virginia Tech. An additional group of sponsors has since stepped forward to support the initiative.
This deliberate, phased approach ensured that National IQ launched not as a standalone project, but as a market‑informed, partner‑driven economic platform built on National Landing’s real strengths and designed for long‑term impact.
Why National IQ Matters Economically
National IQ brings structure and visibility to a concentration of assets that already distinguish Arlington and National Landing: proximity to federal decision-makers, a highly educated workforce, world-class research institutions and a dense mix of office, residential, retail and cultural amenities. By organizing these assets into a cohesive innovation district, National IQ strengthens Arlington’s ability to compete for high growth companies, research investment and entrepreneurial talent.
The district’s year-round programming, including networking opportunities, innovation challenges, investor summits and startup accelerators, creates multiple on-ramps for companies at different stages of growth. Over time, this activity is expected to:

Innovation in Action: March 10
On March 10, National IQ will host two back-to-back programs that reflect the district’s vision in action:
- Brave1 will connect U.S. and Ukrainian defense-tech innovators, highlighting dual-use technologies and international collaboration at the intersection of innovation and national security.
- Founders + Funders, a collaboration with the Department of the Navy’s Office of Small Business Programs, will bring together investors and early-stage companies to build relationships and explore capital pathways for high-growth startups.
With one of these events focused on global defense innovation and the other on capital and company growth, National IQ demonstrates how to convene founders, funders, researchers and mission-driven technologists in one place to create the long-term foundational infrastructure for innovation. This kind of diversity in programming and cross-pollination is the core idea behind an innovation district and exactly what AED envisioned when it helped shape and launch National IQ.
