Reconsidering Virginia’s No-Bars Law — In Virginia, restaurants that serve mixed drinks must make at least 45 percent of their gross sales from food and nonalcoholic beverages. The rule is essentially intended to prevent the opening of bars and nightclubs devoted exclusively to the sale of alcoholic beverages.
