A proposed redevelopment project at the Ballston Holiday Inn is requesting an extension on an impending construction deadline.
County Board members are expected to approve a request to extend the deadline to begin construction at 4600 and 4610 Fairfax Drive from July 2026 to July 31, 2029.
In a report to Board members, county staff said the project was progressing, but a procedural extension to the site plan is needed to ensure the cancellation clause is not triggered:
“In late April 2026, after filing this amendment request, the applicant confirmed that they obtained project financing and [planned] to begin construction as soon as May 2026. Nevertheless, the subject site plan does not fully vest until the first building erected has completed foundation construction to grade level — which may take a year or more.”
A site plan setting conditions for the site was approved in 2023, and the hotel closed in April.

The development team — Hoffman & Associates and Snell Properties — plans to replace the hotel (4600 Fairfax Drive) and adjacent Arlington Center Building (4610 Fairfax Drive) with a seven-story, 420-unit apartment building and two five-story, 15-unit buildings.
A new private road extending to the back of the parcel also would be constructed.
The parcels are located near ramps to I-66, about five blocks west of the Ballston Metro station. A planned western entrance to the Metro station will be about two blocks away.
With the exception of a few technical changes, terms of the approval will remain unchanged, staff said. The proposal is on the Board’s consent agenda, but could be pulled off for discussion if a Board member or someone in the community requests.

Board to support new Willston water tank
Also at the July 18 meeting, County Board members are expected to support Fairfax Water’s proposal to replace its aging elevated water tank near the Dominion Hills and Boulevard Manor neighborhoods with one offering four times the capacity.
Both the existing and planned future towers are located just across the Arlington line in Fairfax County, with the plan moving through that county’s review process.
The existing tank is located at the Seven Corners Apartments, 6122 Willston Drive. The new tank will be located elsewhere on the same parcel.
The new tank is planned to consist of a steel bowl with a diameter of 74 feet on top of a concrete pedestal that is approximately 40 feet in diameter and 70 feet in height, Fairfax Water officials said last year.
Despite having about four times the capacity of the existing 200,000-gallon tank, the new one will be less visible owing to its placement, Fairfax Water officials say.
The tank primarily serves nearby residents in Fairfax County and Falls Church, but about 350 Arlington water customers receive their supply from it, county staff said in a memo to Board members.
The proposed resolution is part of the Board’s consent agenda.
