Owner Osiris Hoil says that interior construction is wrapping up, and he has most of his county permits in hand, but he’s still waiting on a tortilla-making machine.
He believes the tortilla machine will arrive in time to open the restaurant during the first week in November.
Donna pleaded guilty to felony embezzlement this summer, after pocketing about $140,000 in meals taxes paid by customers at his now-defunct Bebo Trattoria restaurant in Crystal City. He received a five-year suspended sentence contingent on the repayment of back taxes. But Arlington County Treasurer Frank O’Leary is not happy the $500 per month repayment schedule that state prosecutors set for the $148,000 in taxes and penalties Donna currently owes the county.
“I am far from satisfied with this pace since, should it continue, we will not receive our last payment until September 2036,” O’Leary said. “In all likelihood, I will not be Treasurer at that point, but you can never tell.”
Developers and local officials gathered in Rosslyn today to celebrate the groundbreaking of 1812 North Moore Street, the 35-story office tower that, when completed in early 2013, will be the tallest building in the DC area.

The book is a candid look at Rice’s childhood and adolescence in Birmingham, Ala. during the civil rights movement.
A company says it can save 1,600 tons of paper each year by discontinuing a free publication that only 11 percent of recipients actually use.
That company is Verizon, and the publication is all local White Pages directories in Virginia. The company placed an official notice in the Virginia edition of the Washington Post classifieds today, announcing that it’s lobbying the state for permission to stop sending out residential phone books. The Yellow Pages would still be printed.
Heavy rain is making for a slow go this morning. Nearly the entire length of northbound I-395 is slow, and multiple accidents have been reported.
One accident, seen above, is blocking a left-hand lane on southbound I-395. Another accident, now cleared, caused a car to flip over in the westbound lanes of the Roosevelt Bridge, blocking traffic heading toward Virginia from DC.
Today is the beginning of Bacon Week at 3 Restaurant in Clarendon, and the eatery has a ramped up the creativity to generate a three-course bacon menu. There’s also a bacon happy hour from 5:00 to 7:00 p.m., and a bacon-making class at 2:00 p.m. on Saturday, Oct. 16.
The restaurant’s affinity for all things bacon has even earned it a segment on an upcoming Travel Channel special called “Bacon Paradise.”
Westover Market Appeals Zoning Decision — In spite of efforts by the county’s zoning enforcement office to limit its occupancy and its entertainment options, Westover Market’s Beer Garden is still a place where neighbors can gather to watch football and baseball games on a crisp fall day. The market has bought itself some time by appealing the zoning decision. In the meantime, the market’s mom and pop owners are trying to round up the $25,000-50,000 that will be needed to install new, code-compliant bathrooms. More from TBD.
Conservative Writer Says Murray Has a Chance — Conservative writer Jim Geraghty is impressed that incumbent congressman Jim Moran is “only” up 13 percent against challenger Patrick Murray. Blogging for the National Review Online, Geraghty said that in light of the numbers from the internal Murray poll, he’s picking the retired Army colonel as his “special crazy insane upset pick” in the upcoming mid-term elections.
