Arlington is collecting feedback on a plan to bring over 1,500 new apartments to the RiverHouse development in Pentagon City.
Respondents have until Sunday, Sept. 22 to submit feedback on a site plan application to bring 1,515 more apartments to 1111 Army Navy Drive, 1400 S. Joyce Street and 1600 S. Joyce Street. This round of public feedback kicked off on Sept. 9.
Developer JBG Smith proposes to construct the following.
- Two seven-story mixed-use buildings with 916 units of housing and 26,530 square feet of ground-floor retail. These would come with 0.5 parking spaces per dwelling unit and one parking space per 898 square feet of retail.
- One eight-story elder care building with 185 units and 0.68 parking spaces per unit.
- One seven-story condo building with 162 units and 1.52 parking spaces per unit.
- Four-story townhomes with 118 units and 1.71 parking spaces per unit.
- One seven-story residential building with 102 units and 0.44 parking spaces per unit.
- One five-story condo building with 32 units and one parking space per unit.
The project would bring the total number of dwelling units at RiverHouse up to 3,191.
In accordance with the Pentagon City Sector Plan, JBG Smith is expected to provide the following community benefits.
- Expand Virginia Highlands Park through land dedication and construction of a realigned segment of S. Joyce Street
- Create “Green Ribbon” segments throughout the site
- Create at least 2.5 acres of additional public space
- Provide an easement up to 30 feet wide for S. Joyce Street streetscape and protected bicycle lanes
- Provide at least 10% on-site committed affordable housing units (bonus density only)
- Attain LEED Gold certification
Plans for further development at RiverHouse were a key source of controversy when the Arlington County Board approved the Pentagon City Sector Plan in February 2022. Some residents rallied against the proposed height maximums in particular, arguing that they would obstruct views from condos and homes along Arlington Ridge Road.
Those critics scored a win in May when a state court voided the sector plan for procedural reasons related to legal advertisements.
The ruling temporarily raised questions about the future of the RiverHouse development. However, such doubts were dispelled when the County Board re-advertised and re-approved the Pentagon City Sector Plan in July.
