New Crystal City apartment building begins leasing 420 units

A new 420-unit apartment building in Crystal City has begun leasing.

The Zoe, a 19-story tower at 2051 S. Bell Street, is one of two buildings replacing the former Crystal Plaza One office building at 2001 Richmond Highway.

Its sister building, Valen, is expected to begin leasing 355 apartments in the spring, according to a press release from developer JBG Smith.

“As National Landing continues to evolve into a vibrant hub for technology, education, and diverse businesses, The Zoe emerges as a standout residential offering that captures the area’s transformative spirit,” said Michelle Tierce, executive vice president of asset management at JBG Smith.

The tower with about 10,000 square feet of ground-floor retail space is offering studios and one- and two-bedroom apartments. Amenities include a pool, rooftop spaces, a fitness center, co-working space and conference rooms.

Pricing for available rooms starts at $2,095 per month for a studio (428 square feet) and goes up to $4,335 for a two-bedroom, two-bathroom apartment (1,070 square feet), according to the building’s website.

The Arlington County Board signed off on the development project in May 2021, and JBG Smith broke ground in January 2022. The final beam was placed atop the two residential towers this February.

Planned public benefits associated with the project include the following, according to past presentations.

  • A public park space next to The Zoe
  • $3.36 million towards the county’s Affordable Housing Investment Fund
  • $137,495 toward a utility undergrounding fund
  • $75,000 for a public art installation

As another condition of this development project, JBG Smith had originally agreed to financially support a new 7,200-square-foot library branch inside an existing building 1901 S. Bell Street.

At county staff members’ suggestion, however, the County Board later agreed to have the developer pay $5.8 million in lieu of the new library.
