After three years of construction, workers have placed the final beam on the J Rivelle, a pair of new apartment buildings in Rosslyn.
County officials and project leaders gathered yesterday (Thursday) to sign the steel beam at the project’s topping out ceremony. The finished product by Jefferson Apartment Group and CBG Building Company encompasses 422 housing units across two 27-story towers at 1901 N. Moore Street.
The apartments replace a 13-story office building from the 1960s, the RCA building, which previously stood at the site. It’s located about a block away from the Rosslyn Metro stop.
“This really represents forward progress, forward momentum,” Rosslyn BID President Mary-Claire Burick said at the event. “This has always been a very successful commercial district, and I think this project really means momentum toward that goal, that vision that we’ve all shared for such a long time, which is a mixed-use neighborhood.”
The two towers are connected by a 60-foot-long, 62-foot wide sky bridge that will offer panoramic views of the surrounding area, CBG Vice President of Operations Darren Wellner said.
“[The bridge] is extremely large and kind of a structural centerpiece for the building, which makes it sort of a rare and expansive amenity space and feature of the whole project,” Wellner said. “[It’s] definitely not something, typically what you find in a multi-family building such as this.”
Amenities across the towers include a fitness center, rooftop terrace and pet spa. On the ground floor, some 11,000 square feet of retail space will be split between four to six bays.
Jefferson Apartment Group hopes to bring in a full-service restaurant and “neighborhood services” like a fitness center, salon or coffee shop, Senior Vice President Greg Van Wie told ARLnow.
“We’re trying to put something that’ll be a good draw to the neighborhood in that space, to leverage all the investment from the county’s part into Gateway Park as well,” Van Wie said.
The Arlington County Board approved the project in June 2021. Board Chair Takis Karantonis attended the ceremony and said he looks forward to an “amazing aftermath” of amenities and retail once the project is completed.
“The county government is a partner, in that we are not only the ones who have the responsibility to entitle these projects — but we’re also the ones who have the responsibility to make the neighborhood work,” Karantonis said.
Leasing at J Rivelle is expected to begin in spring 2026.
