Three new residential towers with 862 units proposed in Rosslyn

Site plans for a proposed trio of Rosslyn residential towers with 862 apartments and condos were filed on Tuesday.

The One Rosslyn project would replace a pair of office buildings built in the 1960s at 1901 and 1911 Fort Myer Drive.

Developer Penzance is proposing to build one 30-story tower with 461 housing units, one 27-story tower with 319 apartments and an 82-unit condo tower. Plans also call for parking garages with 646 parking spots.

“Situated prominently amidst the Rosslyn skyline, this monumental development will encompass over 900,000 square feet and be defined by exceptional design, world-class amenities, and neighborhood-serving retail,” the release says.

The Arlington County Board previously approved plans to redevelop the existing office buildings back in 2012. The original proposal also called for three towers: an office building, a residential building and a combination of a hotel and a residential building.

The new project, if approved, would tower over Gateway Park and “reshape Rosslyn’s skyline” with a design that “aims to infuse distinct color and a sense of warmth and variation into the surrounding cityscape.”

“One Rosslyn will contribute to the vibrancy of Rosslyn’s urban core by enriching the streetscape with pedestrian-friendly spaces and thoughtfully-curated retail offerings,” the press release says. “With its proximity to nearby parks, One Rosslyn will create a lively corridor that bridges green spaces, commercial hubs, and neighborhood amenities, aligning with the County’s goals for a more connected, livable Rosslyn.”

Penzance acquired the existing office towers from JBG Smith in November 2023 for $52 million, the Washington Business Journal reported.

The developer — which wrapped up another large Rosslyn development, dubbed The Highlands, three years ago — hopes to break ground “as early as late 2026.”
