Years of construction on Columbia Pike are finally nearing a conclusion, with county staff targeting “substantial completion” by the end of this year.
Crews have finished construction on five segments of the busy corridor, and only two segments remain in “heavy construction,” county spokesperson Claudia Pors said in a recent project update. These stretches of the Pike run between S. Garfield Street and S. Quinn Street.
Aspiring retail entrepreneurs and product-based small businesses will soon have an exciting new opportunity to grow through NEXT., a new retail incubator program launching in November through Arlington Economic Development’s BizLaunch program and in partnership with the Ballston Business Improvement District (BID) and the Ballston Quarter Mall.
Designed to help makers, artisans and product-based businesses build the skills and confidence needed to succeed in a brick-and-mortar environment, NEXT. combines classroom instruction, one-on-one business advising and hands-on retail experience in a real storefront setting.
Eligible businesses include those selling apparel, jewelry, handmade goods, home décor, beauty and skincare products, artwork, accessories and other specialty retail items. Food and beverage businesses are not eligible for the inaugural cohort.
Participants will complete a weeklong retail readiness curriculum covering:
Licensing and permitting
Retail leasing
Merchandising
Branding
Customer experience
Point-of-sale operations
The curriculum features instruction from industry professionals, property management representatives and local partners, along with hands-on merchandising support.
A key component of the program is a weekend retail activation. After completing the training, selected participants will operate a shared retail storefront in Ballston for one weekend, gaining firsthand experience serving customers, merchandising products, managing inventory and processing sales in a live retail environment.
Participants will also meet with a BizLaunch business advisor for individualized technical assistance. These one-on-one sessions are designed to help entrepreneurs strengthen operations, evaluate growth opportunities, and connect with resources related to marketing, financing, ecommerce, licensing and expansion planning.
Applications are open to businesses that:
Are registered and in good standing with the Commonwealth of Virginia
Hold the required business licenses and sales tax registration
Can commit to participating in the full program
Applicants will be evaluated based on business readiness, product quality, growth potential and their ability to benefit from the retail training experience.
Selected participants will pay a $100 fee to secure their place in the cohort.

County staff are gearing up to start public outreach on potentially tighter regulations for impermeable surfaces in Arlington’s low-density residential neighborhoods.
Arlington County currently regulates lot coverage in these neighborhoods, but incremental changes to properties — such as adding patios and walkways — can cover more and more of a parcel with surfaces that don’t absorb water. This can increase the risk of flooding and more intense heat in surrounding areas.
Registration is now open for Rosslyn Fall Fest, returning to the NOW pop-up park (1401 Wilson Blvd) on Saturday, Oct. 3, from 1 to 6 p.m. Expanded this year onto Oak Street, the FREE event will transform Arlington’s most urban neighborhood into a seasonal destination featuring an inflatable corn maze, local makers market, seasonal beer garden, live music, and fall-themed experiences for all ages to enjoy.
Attendees can explore a curated market of local makers and artisans, enjoy ciders and seasonal brews in the beer garden, navigate an inflatable corn maze, test their skills at inflatable axe throwing, and take part in pumpkin-themed activities and other fall experiences. Food vendors, live music, and dog-friendly programming round out the afternoon.

New Apartment Proposal — “Monday Properties has revealed the details of new plans to redevelop two obsolete Rosslyn office buildings — one where Bob Woodward often met Deep Throat informant Mark Felt in the 1970s — replacing a previously approved commercial office tower with new apartments instead… The northernmost new building, dubbed Wilson Tower, would weigh in at 485,000 square feet, including 506 units and 12,000 square feet of ground-floor retail, according to new application filings. The southernmost building, dubbed Key Tower, would be 431,000 square feet, including 325 units and a 17,000-square-foot ground-floor grocery store..” [WBJ]

Restaurant Struggles — “Since President Donald Trump announced his takeover of the D.C. police force last week, restaurant reservations have dropped in the city by as much as 31 percent year over year for a single day… Busboys and Poets, a chain of community-oriented cafes, has seen a small collective drop in August sales among the five locations in Washington while its three suburban outposts are enjoying an uptick, said founder Andy Shallal.” [Washington Post]

Beyer Statement on Va. Jobless Rate — “The U.S. Bureau of Labor Statistics (BLS) today reported that the unemployment rate in Virginia rose again in July, to 3.6 percent, the seventh consecutive increase in the Commonwealth’s unemployment rate. Virginia’s 0.8 percent year-over-year unemployment rate increase is now the second fastest in the nation during that period, tied with Oregon and trailing only Mississippi.” [Press Release]

Feds Put APS on ‘High-Risk Status’ — “On Tuesday, the U.S. Department of Education (DOE) told 7News it placed five Northern Virginia school districts on high-risk status and reimbursement payment status for violating Title IX and keeping their existing transgender locker room and bathroom policies.” [WJLA]
Shooting Near Fairlington — “Alexandria Police are actively searching Tuesday evening for two suspects who shot a man twice in Alexandria, prompting a multi-agency manhunt involving K-9 units. Issues with Arlington County’s new solid waste contractor have continued throughout this month, with customers still reporting about 100 missed collections every day.
While the new contractor, Bates Trucking and Trash Removal, has extended collection hours and weekend service since beginning work on Aug. 1, the county has initiated “financial penalties” and lent some trash trucks to assist with collection. The Department of Environmental Services (DES) has four trash trucks it uses to assist with street litter cans, special events and other activities.

It’s almost time for “Friday night lights” in Arlington as the county’s three public high school teams get ready for the upcoming season starting on Aug. 28.
Wakefield, Washington-Liberty and Yorktown are in different stages of development and expectations, but they all play in the Liberty District. That means they will all face one another this season.

A new juice shop is coming to Pizza Roma’s former space near the Ballston Metro station, after Scolapasta backed out of plans there this spring.
Paradise Juice has signed a lease and is preparing to open at 4219 Fairfax Drive, owner Sal Salim told ARLnow. He hopes to differentiate the shop from competitors by preparing juices in-house.
