Bankruptcy for Hair Cuttery, Bubbles — “Ratner Cos., the Vienna-based parent company of hair salon chains including the Hair Cuttery, Bubbles and Cielo, has filed for bankruptcy protection after closing more than 80 locations across the country in March.
