(Updated at 11:10 p.m.) Multiple sewage leaks have led Arlington County staff to warn residents to continue avoiding contact with water from Donaldson Run near and downstream from the pedestrian bridge above Military Road.
A sewage pipe running through Donaldson Run broke on Saturday, causing a sewage spill of 4,500 gallons, Arlington County spokeswoman Meghan McMahon said. Since fixing the initial break, the county has found two additional leaks.
The bizarre incident happened around 10:30 p.m. Police received a call from a “concerned citizen,” reporting that a man was walking down the road with his pants around his ankles.
The man failed to comply with the commands of responding officers who tried to stop and question him, according to Arlington County Police spokesman Dustin Sternbeck. Instead, he began walking down the middle of Lee Highway, shouting obscenities, daring police to shoot him and saying he had a bomb in his backpack, Sternbeck said.

On Saturday evening, police say a customer at the CVS in Buckingham went on a name-tag-ripping tirade when he found out the pharmacy was closed.

Arlington Appoints DHS Director — Arlington County Dept. of Human Services deputy director Anita Friedman is getting a promotion. Friedman has been appointed as head of the department by Acting County Manager Mark Schwartz, less than two weeks after Schwartz took over for now-retired County Manager Barbara Donnellan. Advisory Board Considering Vacant Rosslyn Tower — The D.C.-based Advisory Board Company is considering a move to Arlington — specifically, to the vacant 1812 N. Moore Street office tower in Rosslyn. The tower is the tallest building in Arlington and has remained without a tenant since it was completed two years ago. Sewage Spills in Arlington — Two separate sewage spills were reported in Arlington this weekend. On Saturday, the county alerted residents that a broken sewage pipe had released sewage into Donaldson Run. On Sunday, the county warned of a raw sewage release in Four Mile Run, near the 700 block of Arlington Mill Drive. Residents should avoid Four Mile Run from the site of the spill to the Potomac, the county said. [WTOP]

Williamsburg Boulevard is scheduled for a construction project this fall as the county works to add rain gardens, more trees and new pedestrian crosswalks to the street.
A date for construction has not been set, but it should start in the fall and last three to five months, said Jessica Baxter, a spokeswoman for Arlington County.

County Seeks Input for County Manager Search — Arlington County is seeking public input as it begins its search for a new county manager. “In the coming months, [executive recruiters] will be evaluating candidates for the position,” the county said in a press release. “They are seeking your input, suggestions, and comments on what will be important in the selection of a County Manager.” The county is conducting an online survey and holding a public meeting on July 20 to gather public input. GMU: Housing Crunch Coming — The D.C. area is not building housing fast enough to accommodate new residents and jobs, according to a report by the George Mason University Center for Regional Analysis. By 2023, there will be 226,380 fewer housing units in Greater Washington than needed to house those moving to area, thus forcing people to move farther away from the city. (Updated on July 17 on 4:30 p.m.) Old Dominion Drive will undergo another round of road construction for the next 18-24 months as the county works to add sidewalks, street lights and traffic signals.
The roadwork will take place on Old Dominion between N. Glebe Road to 38th Street N., according to Jessica Baxter, a spokesperson for Arlington County’s Environmental Services.
