A pair of agreements on Saturday’s County Board docket could strengthen the ties between the water systems operated by Arlington and Fairfax counties.
One agreement would formalize an existing arrangement, in which each water system serves a few hundred of the other county’s customers. Arlington currently serves 369 Fairfax customers along Powhatan Street in the McLean/Falls Church area, while Fairfax serves 313 Arlington customers in the Boulevard Manor and Dominion Hills neighborhoods.
At its meeting this weekend, the Arlington County Board is set to formally approve an ordinance granting the county emergency powers to hold public meetings online instead of in person.
That codified what has been the county’s improvised practice during the pandemic, including during the recent county budget process. County Board meetings are being held online, as are public information sessions about things like plans for the revamped Metropolitan Park in Pentagon City and proposed changes to a crash-prone section of Route 50.
In an online town hall meeting on Friday, County Board members decried the plan to partially reopen Virginia as premature for Arlington and discussed further restrictions, like a requirement to wear a mask when in public.
“If we consider the closing of bars and restaurants, if just one locality were to loosen restrictions and allow bars to reopen before other jurisdictions,” County Board member Christian Dorsey warned, “those establishments would become magnets for patrons who could access them, which is very easy with our limited regional geography and great connectivity in the transportation network. This could result in spread across many jurisdictions and make it more difficult for public health officials to do the necessary testing and tracing to control outbreaks.”
Unease About Va. Reopening — “Local leaders and business owners in Northern Virginia were uncertain about Gov. Last Thursday as I tuned into the County Board’s special meeting to pass the Fiscal Year 2021 budget, I began clicking on the links to the Board reports accompanying the agenda. One of the measures to be voted on was the Pay Plan to take effect July 1. Knowing the Board had originally planned a $10,000 pay raise for themselves, I searched the document to ensure the raise had been scrapped.
In less than 60 seconds, I located County Board pay on page 28. It called for a 3.5% pay raise. I double checked my figures with several Board watchers and online sources to make sure I had it right. Board Members are currently paid $55,147, and the Chair $60,662, and the Pay Plan was set to raise that pay to $57,077 and $62,785.
While Arlington Democrats work to select a nominee internally, Susan Cunningham — a civically-involved mother of two — has announced her intention to run as an independent to fill the seat of the late Erik Gutshall.
“I believe good local government is non-partisan,” she said in her announcement Tuesday morning. “We are all Arlingtonians; I want to work for Arlington’s common good, regardless of party.”
During an online town hall discussion today, county officials announced that a new walk-thru testing center for COVID-19 is coming to Arlington.
Assistant County Manager Jim Schwartz said the county is currently planning to open the site somewhere on the southern side of Arlington County. The site would be an addition to other drive-thru locations currently operating in Arlington.
With a candidate filing deadline just a week away, Arlington Democrats are scrambling to nominate a candidate for the special election to fill Erik Gutshall’s former County Board seat.
Barring an intervention by state lawmakers and Gov. Ralph Northam, in support of which the local party has gathered more than 750 petition signatures, the nominee will be chosen by dozens of party insiders in a closed caucus next Wednesday.

The Arlington County Board today adopted a budget for the coronavirus era.
Gone is the good budget year and the idea of expanding programs and services. In its place is a focus on preventing service reductions while supporting the most vulnerable members of the community.
