(Updated at 4 p.m.) A young man found dead inside a Ballston apartment building was the victim of a homicide, Arlington County Police said Tuesday afternoon.
In a brief statement, ACPD said Scott Ratigan, 24, died as a result of “trauma to the upper body.” It is Arlington’s first homicide of 2020.

Arlington County Police are investigating what the department characterized as a suspicious death.
Officers and medics were dispatched to an apartment at the AVA Ballston Square building (850 N. Randolph Street) around 5:30 p.m. Friday. Initial reports suggested that a young man was in cardiac arrest, with blood coming from his upper extremities, and that several other people were inside the apartment at the time.

A Toyota Prius appears to have been driven into a construction zone at the intersection of Fairfax Drive and N. Quincy Street and partially fallen into excavated portion of roadway — possibly an uncovered utility vault — in a scene that looks somewhat like Arlington’s version of the infamous Pittsburgh sinkhole bus.

Lee’s Sandwiches, which bills itself as the “World’s Largest Bánh Mì Chain,” may be coming to Ballston, according to permit filings.
The business is still in the process of applying for permits at 801 N. Quincy Street, where a Subway sandwich shop closed last summer. The windows of the space are covered in paper and no sign of construction activity can be seen yet.

(Updated at 8:25 a.m.) The driver of a car with Uber branding is in police custody after an incident at the Advanced Towing lot in Ballston.
Witnesses tell ARLnow that around 3 p.m. a man was trying to prevent the Uber vehicle from leaving the tow lot at 4000 5th Road N. when the driver gunned it, striking the man, another vehicle and a utility pole.
A quick-service variant of the local Lebanese Taverna franchise, called LEBTAV, is now open in Ballston.
The new restaurant is at the corner of Wilson Blvd and N. Quincy Street in what was once Taylor Gourmet.
Rail Project Will Include New Pedestrian Bridge — “As part of the Long Bridge project, a stand-alone bike and pedestrian bridge would be built upstream from the new rail bridge, allowing people to walk or bike across the Potomac River between the D.C. waterfront and Crystal City in Arlington. Virginia officials said the state plans to build that pedestrian and bike bridge.” [Washington Post]
Weekend Propane Leak in Ballston — Per the Arlington County Fire Department: “FD and Haz-Mat units are on scene in the 4000 blk of Fairfax Dr investigating a report of a large propane [tank] leaking… Crews located a large propane tank leaking at a building under construction. The leak has been controlled and units are remaining on scene to [perform] air monitoring.” [Twitter]
Changes to Stalled Ballston Development — “An Arlington homebuilder is reviving plans to redevelop a church in Ballston with a new proposal for a mix of townhomes and condos on the site… The site is currently home to the Portico Church, but the developer [BCN Homes] could someday replace it with 10 townhomes and 98 condo units.” [Washington Business Journal]
