School Board Meeting Was Mostly Maskless — “For those playing the ‘how many Arlington School Board members will go mask-free at the first board meeting after requirements were lifted?’ home game, the winners were those who had put their money on four out of five. Board members David Priddy, Cristina Diaz-Torres, Reid Goldstein and chairman Barbara Kanninen were maskless at the March 10 meeting, as was Superintendent Francisco Durán. A busy street in the East Falls Church neighborhood is slated to get safer crossings for pedestrians and cyclists.

Arlington County has selected N. Sycamore Street between Langston Blvd and 19th Street N. — near the East Falls Church Metro station and not far from the W&OD Trail — as site of a new Complete Streets project. This segment “presents intersection crossing challenges for bicyclists and pedestrians,” according to the project webpage.

A newly-reopened segment of the Washington & Old Dominion (W&OD) Trail in Falls Church boasts a feature that could be replicated in Arlington: separate paths for cyclists and those on foot.

Regional parks authority NOVA Parks widened just over one mile of the trail through the Little City in order to accommodate separate tracks. The organization celebrated the completion of the five-year, $3.7 million project this morning.

Rent Rising in Arlington — “It was upended during the worst of the COVID crisis, but the Arlington apartment-rental market continues roaring back to life, according to a data analysis by Apartment List. With an average rental rate of $1,962 for a one-bedroom unit and $2,375 for a two-bedroom unit, Arlington’s month-over-month rental rate in August grew 3.6 percent from July, compared to a 2.6-percent increase nationally, ranking the county 22nd among the nation’s 100 largest urban areas.” [Sun Gazette]

A mobility advocacy group is asking the county to build a three-year plan for funding projects that make non-car transit faster, more desirable and safer.

And the group, Sustainable Mobility, is trying to capitalize on signs that people are interested in bicycling and walking more coming out of the pandemic. 

"We have to seize that opportunity before everybody gets into their cars again," said Chris Slatt, the group's president, who is also chair of the Transportation Commission and an opinion columnist on ARLnow. "This is an inflection point. Arlington has let too many opportunities pass during COVID-19 -- we never achieved open streets, when people demanded more space to walk, sit and eat -- we need them to do better now."

Its recommendations respond to a draft document outlining the large projects that Arlington County intends to embark on over the next three years. This plan, called the Capital Improvement Plan, is winding its way through review processes and is set to be approved by the County Board in July.

Volunteers from Sustainable Mobility, or SusMo, combed through the transportation projects and identified a handful to nix, postpone or kick to developers for funding and implementation, which they say could free up about $17 million that could fund 20 projects or programs.

The alternative projects fall into five of SusMo's priority areas:  

  1. Funding Vision Zero
  2. Speeding up transit 
  3. Building safe routes to every school 
  4. Building out the bike network for all ages and abilities   
  5. Expanding and connecting the trail network 

"None of what's in our plan is really our idea," Slatt said. "It is all things that are in sector plans, projects that... the county already has [identified], projects that were identified in the bicycle element of the Master Transportation Plan, or just ways to fund priorities that Arlington says they already have." 

Highlights include:

  • Changing the signals to reduce the time buses spend at intersections
  • Completing the Arlington Blvd Trail
  • Conducting a feasibility study of dedicated transit and high-occupancy vehicle lanes on Columbia Pike
  • All-door bus boarding and off-vehicle fare collection, to speed up buses
  • A trail on the west side of Carlin Springs road, with a connection to the W&OD Trail, to provide a safer route to Kenmore Middle School
  • Protected bike lanes on S. George Mason Drive between Route 7 and Route 50, providing a safe connection to Wakefield High School
  • Additional capital funding for other Safe Routes to School projects
  • Protected bike lanes on a portion of N. Highland Street in Clarendon
  • A two-way protected bike lane on Fairfax Drive between Ballston and Clarendon
  • Other "neighborhood bikeways"

Some projects are already in the County Manager's draft Capital Improvement Program proposal, including a feasibility study for a trail underpass under Shirlington Road near the Weenie Beenie, and a new trail along the Arlington National Cemetery wall between Columbia Pike and Memorial Avenue.

Proposed HQ2 ‘Helix’ Tower Is Too Tall — “Amazon.com Inc. may need to lop off the tip of its proposed drill-bit-like structure, the Helix, at its PenPlace development to ensure the safety of flights coming into and out of Reagan National Airport. Engineers working for the Metropolitan Washington Airports Authority determined the 15-story building is roughly 13 feet taller than the maximum allowable height for structures that close to the airport.” [Washington Business Journal, WJLA]

Homeless Population Down This Year — “The number of individuals counted as homeless across Arlington [this year] was down 14 percent from 2020 and declined by 26 percent since 2017, according to new figures from the Metropolitan Washington Council of Governments (COG). A total of 171 individuals were counted as homeless – either in shelters or living on the street – in the annual ‘Point in Time’ survey.” [Sun Gazette]

The County Board is set to consider a set of projects that would upgrade sidewalks and improve a small park.

Of the four, three focus on pedestrian improvements with an eye toward walkability for Arlington Public Schools students in the Bluemont, Columbia Heights and Fairlington neighborhoods. The fourth would fund improvements to 11th Street Park in Clarendon.

Snow Removal Ordinance in Effect — “A recent weather event has concluded and deposited snow/ice accumulations of less than 6 inches. Arlington’s sidewalk snow removal ordinance requires residents and businesses to clear adjacent public sidewalks of snow and ice by 1:00 PM on Wednesday, February 3.” [Arlington County]

More Back-to-School Dates Expected Soon — “We look forward to welcoming Level 2 Career & Technical Education students to the Arlington Career Center for hybrid/in-person instruction starting [today]. We continue to assess additional student return dates… The next group to return will be Level 2, PreK through second grade and countywide elementary special education students. Without in-person school, play dates and activities, many kids have lost their primary sources of social interaction and exercise due to COVID-19.

But volunteers in Arlington say a new traffic garden, a space where kids can play and learn how to travel roads safely, could restore some of the lost opportunities for play.

As the summer approached with lockdowns in place, many cities, including D.C. and Alexandria, closed some streets to drivers and expanded walking and biking options.

Arlington did not, although many residents supported the idea, according to an ARLnow poll from April that found support for closing streets among 80% of respondents.

A stone’s throw from Crystal City is Roaches Run, a waterfowl sanctuary on the northern flight path to and from Reagan National Airport.

The body of water, surrounded by woods, is home to birds, ducks and dragonflies. Accessible primarily from a small parking lot off the southbound GW Parkway, most human activity is confined to fishing and birdwatching.
