When Chef David Guas of Bayou Bakery in Courthouse delivered food to the security personnel in the District on Monday, it took two-and-a-half hours and many phone calls -- even to D.C. Mayor Muriel Bowser -- to pass each checkpoint. 

"When I arrived the Commander of that unit and the policeman literally cheered, [saying] 'Bayou Bakery is here,'" Guas tells ARLnow.

Bayou Bakery and Arlington-founded District Taco are helping nourish the 25,000 servicemen and women, along with law enforcement, deployed to protect the nation's capital during the 59th Inauguration.

The homegrown Mexican chain donated 2,000 burritos to the National Guard on Monday. The day before, Guas said he and his crew worked into the night to prepare biscuits and sandwich lunches for the Monday delivery.

The two join about 30 D.C.-area restaurants distributing meals to the multitudes, hailing from Maine to Guam. The heightened security is in response to the mob of Trump supporters who stormed the Capitol on Jan. 6.  

District Taco donated burritos that were pledged during a "Buy One, Give One Burrito" campaign in December.

On Monday, CEO and co-founder Osiris Hoil cashed in all 2,000 BOGO burritos to feed the National Guard. He said they were so popular that supplies ran out long before the lunch hours ended.

"When I saw the brave servicemen and women protecting the Capitol building, I knew exactly where I wanted those pledged burritos to go," Hoil said in a press release. 

District Taco also donated hundreds of burritos to essential workers in hospitals and food banks last October and November. Hoil said he is proud to continue this longstanding tradition of giving back.

"Thanks to the support of our community, our restaurants are still open," Hoil said. 

Guas also uses his food for good. He co-founded Chefs Feeding Families during the pandemic and has cooked for the annual awards dinner put on by Blue Star Families.

"Not having served in the military myself -- but having grandparents that did -- I've always jumped at the opportunity to help our men and women in uniform who protect our freedom," he said.

Guas credits his involvement to Micheline Mendelsohn Luhn and Spike Mendelsohn, his friends and two of the family members behind We, The Pizza. The duo told ABC News that D.C. restaurants -- despite struggles during the pandemic -- are pitching in to provide fresh food to upwards of 5,000 people, who might otherwise have to rely on pre-packaged military meals, each day.

At the start of the pandemic, Arlington Kabob co-owner Susan Clementi spent 20 hours a day trying to coronavirus-proof her restaurant. She did not have time, or the financial knowledge, to navigate the Paycheck Protection Program.

When she tried to hire legal help, the application fees amounted to $5,000. Clementi realized she had to do it herself.

First started in March 2020 in response to the pandemic, the program provides meal kits to those in the local hospitality industry impacted by layoffs, hours reductions, mandatory shutdowns, and capacity restrictions.

As coronavirus cases rise in Arlington County, the number of residents in need of fresh, free food for their families is also increasing.

Executive Director and CEO Charles Meng said the Arlington Food Assistance Center is seeing record-high numbers of visitors each week and month.   

"Between October and November, we saw a 9.4% increase, serving 3,440 families at some point during the month," Meng said in an email. "(We) responded to 11,255 visits for food during the month, with many families having to visit multiple weeks during the month."

This morning (Monday), families lined up at AFAC to receive a Christmas special -- a whole frozen chicken -- as well as fresh veggies, desserts, milk and eggs. Volunteers split time de-stalking Brussels sprouts and briskly moving families through the line. 

AFAC has seen people coming more frequently for food during the pandemic, likely because personal budgets that could pay for part of a family's food needs are now slimmer or non-existent, according to Meng. He added that there has also been an uptick in people coming to AFAC for the first time.

"Many of our families are service workers at hotels, restaurants and airports -- the hardest hit during the pandemic," Meng said. "We are seeing the families who would normally access our services come more often and the new families are more regularly coming for needed food."

The number of clients served by AFAC last peaked in August, with the organization serving 3,364 over the course of the month. When the pandemic started, the number of families being referred to AFAC jumped by 45%, Meng told MSNBC earlier this month. 

The demand for food at AFAC has attracted both national and international media attention, with a BBC reporter visiting the organization's distribution center near Shirlington last week.

The rise in demand locally tracks with trends seen nationwide.

An Associated Press analysis of Feeding America data from 181 food banks in its network found the organization has distributed nearly 57 percent more food in the third quarter of the year, compared with the same period in 2019. 

Food and financial donations are enough to keep up with demand, but as numbers continue to increase, Meng told ARLnow more help will be needed. 

"We have sufficient supplies to address our needs for the foreseeable future," he said. "Financial donations have also been good, but with increasing numbers we need all (the money) that people can spare."

The annual Boy Scout food drive, which usually brings in 50,000 pounds, was cancelled, but several scout groups still came through with smaller-scale drives, bringing in 36,000 pounds, he said. 

Donations from grocery stores are about level with last year, and individual donations have been "very strong," he said. 

Nationwide, food banks are seeing fewer volunteers during the pandemic, NPR reports. In some cases, the usual group of volunteers includes older people, who are staying home due to protect themselves from the coronavirus.

AFAC also runs on the work of volunteers, who Meng commended for making sure the food bank handles the increase in visits despite the danger posed by the pandemic.

"Distributing food is one of the things we do well," he told ARLnow. "We have a dedicated cadre of volunteers who have stepped up to help -- they are the real heroes of AFAC." 


Schools

(Updated at 1:30 p.m.) The Arlington County Council of PTAs is collecting money through Friday to buy fresh produce for families in need, with help from a local farmers market operator.

Through the initiative — part of the council’s pandemic relief efforts — the CCPTA is partnering with FRESHFARM Markets to provide fresh food to about 900 families who have been receiving food through seven PTA and school-based distribution sites. Fundraising will go until Dec. 4, with an extra push today (Dec. 1) for Giving Tuesday.

Arlington County is looking at ways to make composting easier for residents.

County staff are considering a collection service that would allow residents to mix their food scraps with their yard trimmings for collection. They are asking residents to share their thoughts in a survey available through Friday, Dec. 4.
