The public hearing will be held on Thursday, January 5, in the Arlington County Board Room (2100 Clarendon Blvd., #300) from 6:30-8:30 p.m. Citizens can sign up on the night of the hearing to address the legislators. Each speaker will have up to three minutes.

Post-Election Harassment in Arlington — Among the incidents of “harassment and intimidation” reported across the country following the election was one in Arlington. The proposal would not change the requirement that tow truck drivers obtain photographic or video evidence “clearly showing the location of the vehicle, substantiating the reason for its removal.” Instead, it removes a provision calling for any existing damage to the vehicle be documented.

Neighbors Upset About Sex Offender’s Halloween Decorations — A 57-year-old registered sex offender says he did nothing wrong in putting up Halloween decorations in front of his Arlington house. But nearby residents don’t agree: they called the police and local TV stations, saying the display is “inappropriate” since it might “entice” children. One concerned resident said, “we are within our rights as taxpayers and longtime members of this community to protect the children in our community.” [Fox 5]
Lawmakers Ask Gun Store Landlord to Reconsider — Seven state legislators who represent Arlington have written to the landlord of a planned gun store in Lyon Park, asking her to reconsider the lease. The letter cites Virginia’s 1990s reputation for being the “gun-running capital of the East Coast” and says the new store, which is located near a private preschool and daycare center, “could be the site for potentially nefarious and illegal activities.” [Washington Post]

Meal Delivery Startup Now Serving Part of Arlington — Galley, a D.C.-based meal delivery startup, says it just expanded its delivery area to include Rosslyn, Courthouse and Clarendon.
The compromise is intended to appease lawmakers from outside the Beltway, many of whom opposed the idea of tolling I-66 without adding capacity to the often clogged highway. It’s likely to rankle some residents in Arlington, where in the 1970s a citizens group formed to oppose the construction of I-66 in the first place. That group now advocates for a “wiser, not wider” I-66.
According to various news reports, the compromise calls for eastbound I-66 to be widened to three through lanes between the Dulles Connector Road the Fairfax Drive/Glebe Road exit, within the existing highway right-of-way.
Four File to Run for School Board — It looks like there are four candidates running for two Arlington School Board seats this year. Incumbent Nancy Van Doren is running for reelection, while School Board member Emma Violand-Sanchez is retiring. First-time candidates Tannia Talento and Michael Shea are seeking the Democratic endorsement for School Board, while Realtor Chaz Crismon has filed papers to run without seeking the endorsement. More on Complete Streets Plan — The Arlington County Board approved a new Neighborhood Complete Streets program last month. The program ranks road projects by “points” earned by problems like speeding issues, frequent crashes, poor lighting and a lack of sidewalks, plus proximity to schools and transit. Some residents, however, are unhappy that the program doesn’t allow neighbors to directly vote on projects in their community. [Arlington Connection]
Ebbin, who has won the endorsement of the pro-pot group NORML, proposed a similar bill last year, but it failed in the conservative Virginia General Assembly.
The bill, SB 104, would reduce marijuana possession to a civil offense punishable only by fines, like a traffic ticket, rather than jail time. It would also reduce the criminal penalties for marijuana distribution and possession with the intent to distribute.
State Lawmaker: Add Lanes to I-66 — State Sen. Chap Petersen (D), who represents part of Fairfax County, doesn’t much care for Arlington’s efforts to dissuade VDOT from adding an extra lane to I-66. “When I was a little boy, we put a man on the moon. We can figure out how to put six lanes through Arlington County,” Petersen said in an interview. [WTOP]
Del. Levine Proposes Minimum Wage Increase — For his first piece of state legislation, freshman Del. Mark Levine (D) has proposed a bill that would allow localities in Virginia to raise the minimum wage up to $10. The maximum amount would then rise every year with the consumer price index. W-L Defeats Yorktown, Twice — The Washington-Lee girls’ and boys’ varsity basketball teams both defeated their Yorktown counterparts yesterday, in cross-county rivalry games. The girls won 54-45, while the boys won 65-59.
Branson-Backed Startup Coming to Rosslyn — OneWeb, a startup that’s aiming to launch a constellation of low-orbit satellites that will provide affordable Internet access across the globe, is coming to Rosslyn. The company, backed by Virgin Group tycoon Richard Branson, will occupy a 6,000-square-foot space in Monday Properties’ 1400 Key Blvd building. The building, which is also home to ARLnow.com, is slated to replaced with an apartment tower and grocery store at some point, though it’s unclear when the redevelopment will move forward. Ebbin has proposed three bills to the General Assembly regarding same-sex marriage and LGBTQ rights — bills very similar to the three that were rejected during last year’s legislative session. They were all defeated in their respective committees.
One bill would repeal the amendment to the Constitution of Virginia that defines valid or recognized marriages as “only a union between a man and a woman.” It also prohibits the creation or recognition of other legal relationship statuses — including partnerships and unions — that are assigned the same rights and benefits as marriages. This amendment was approved by voters during the November 2006 election, but declared unconstitutional by a federal judge in 2014.
